PROJECT DESCRIPTION AND REQUIRED PERMITS/STUDIES: Reasonable Economic Use Variance
application to construct a driveway. This will serve as access for future residential development. The driveway
will be constructed through a Category III wetland (Wetland A) and a 110-foot wetland buffer. Four wetlands
were identified on the property. The proposed driveway will bisect the wetland at the least impactful location.
The proposal is to place 285 square feet of fill in the narrowest portion of the wetland and 3,016 square feet of
the buffer. Two culverts are proposed to allow for hydrologic connectivity post construction. The applicant
submitted a Wetland Mitigation Plan that includes 570 square feet of wetland creation adjacent to Wetland A
and 5,600 square feet of buffer mitigation. Washington State Department of Ecology issued an Administrative
Order number 21171 on May 26, 2022. This proposal is subject to review under the State Environmental Policy
Act (SEPA).
