VI WHEREAS, the carele.. and proll1acuous disposal of garbage, bottles, papers, tin can and other materials on public highways of Jefferson County and on private and public pro rty adjoininl said hi~way., has become more prevalent and is row becoming a menace to the health and safety of the cit.izens of t.his county, and is also a menace to safe travel an to public sanitation on said highways in Jefferson County. NOW, THEREFORE, BE IT ORDAINED by the Commissione rs of the County of Jefferson: Section 1. That no vehicles !hall be driven or moved on any public highways of Jefferson County unless such vehicle is so constructed or leaded as to prevent any of it load from dropping, sifting, leaking or otherwise escapi.ng therefrom, except that satd may be dropped, for the purpose of securing traction, or water may be spray.. on roadways in the cleaning and maintaining of such roadways by public authority having such juris- diction. Any person operating a vehicle from which any glass or objects have fallen or e.caped which would constitute an obstruction or injure a vehicle or otherwise endanger travel upon such public highway, Shall immediately cause the said highway to be ~leaned of all such gla.s or objects. It shall be unlawful for any per~on to throw or drop any Ila.. objects, debris or any waste from any moving vehicle or upon the right of way of __, publ!c.hicbway in Jefferson County. Sect.:l.en 2. That no person shall throw garbage I debr1 s, bottles, or any other waste material from any vehicle or otherwise from or near ~ny public highway of Jefferson Count pon said Ai~way right of way or upon private or public property adjoining said highway on either aia., of said right of way, except at duly designated dumping plac.. as set out and 80 marked and authorized by the Commissionere of this County or bbherwise permitted b1 the owners of adjoining private property or by constituted public authority. The followini are the duly designated dumping places as fixed by the Board of County omaiasioners or other constituted public authority, viz: (1) HADLOCK DUMP - in rear of the Hadlock gravel pit in Sit of NEt Sect.:l.on n, townlhip 29 North, Range 1 West W. M. QUILCENE DUMP - south of the Scalzo place on the old county road in NWi of wi, section 7, Township 27 North, range 1 West W. M. CITY OF PORT TOWNSEND DUMP - at North Beach between Middle Point and Cape Geroge in swi of Swi, section 6, Township 30, North, Range 1 West W. M. PROVIDED HOWEVER, that nothing in this ordinance shall be considered or construed t.o le.sen, or take from, the garbage collection monoply heretofore created by th e City Co n- eil of the City of Port Townsend, under Ordinance No. 113e of sa! d city, PASSED by the ity Council February 17, 1942, and APPROVED by the Mayor,February le, 1942. Any person, firm or c')lj:'orat1on viillating any of the provisions of ordlnance shall be deemed guil ty of a hU sdemeanor and shall be subject upon connc fine of not m0re than one hundred ($100.00) dollars or imprisonment for no more 30 days ih the Jefferson County Jail for e~ch such violation. Section 7.
