SUMMARY performs a variety of work involved in the operation of the County Solid Waste
Transfer Station and/or the Moderate Risk Waste facility (MRW), by performing the following
duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Operates heavy equipment and tools such as a loader,S yard dump truck, tractor trailer,
backhoe, knuckle boom crane, chain saws, weed eater, and various hand tools, to
accomplish various tasks including handling and transferring solid waste at the site.
Maintains equipment by performing various minor repairs and performs carpentry, welding and
fabrication as well as minor electrical work.
Separates solid waste material into appropriate areas utilizing appropriate equipment.
Performs duties associated with scale house operation such as cash handling and maintaining cash
drawer; reading and recording totals shown on computer to verify against cash on hand; and
greeting customers and utilizing computer program used with the scales.
Maintain and clean site to ensure neat, orderly appearance; perform any minor repairs which are
deemed necessary.
Completes forms and documentation for transfer station operations and solid waste projects
and assigns priority to solid waste projects.
Respond to public inquiries in a courteous manner; provide information within scope of knowledge
and authority or refer to supervisor.

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); and two (2) years as a Solid Waste
Attendant I
OR
High school diploma or general education degree (GED) and four (4) years related experience
and/or training in solid waste, facilities maintenance, or heavy equipment operation;
OR
Six (6) years related experience and/or training; or equivalent combination of education and
experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to
speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers,
common fractions, and decimals. Ability to compute rate, ratio, and percent.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or
diagram form. Ability to deal with problems involving several concrete variables in standardized
situations.
COMPUTER SKILLS:
To perform this job successfully, an individual should have knowledge of database software;
internet software; spreadsheet software and word processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License, Class A Commercial Driver's License.
Possession of, or, ability to obtain:
First Aid/CPR Certification
Certification in HAZMAT field and First Aid/Safety.
OTHER SKILLS AND ABILITIES
Knowledge of Federal, State and local rules and regulations pertaining to Solid Waste, and
handing, record keeping and transporting Moderate Risk Waste.
Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful
situations, relate to various personality styles in a calm, professional manner.
Ability to successfully complete various required training classes and obtain certificates necessary
for functional skills performance.
Knowledge of methods, practices, procedures, tools, equipment and techniques used in the
collection, processing, and disposal of solid waste and moderate risk waste, and the collection,

Ability to be independent and self motivated and to work under pressure; to complete work within
required deadlines, with little direction, while simultaneously completing other tasks.
Ability to administer confidential issues in a discreet manner.
Ability to maintain a high standard for accuracy, completeness, and efficiency in the preparation of
reports and budgets.
Familiarity with current ideas, practices, and trends relating to solid waste operations and
familiarity with State and County rules, regulations, codes, ordinances and policies.
