SUMMARY performs a variety of work involved in the operation of the County solid waste
transfer station and/or the Moderate Risk Waste facility (MRW), by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Other duties may be assigned.
Performs various duties required in the disposal of solid waste such as directing the customers
during ingress and egress from the Transfer Station site and inspecting refuse before it is dumped to
prevent dumping of non -acceptable materials; and removing metals and other identified items from
waste stream.
Separates solid waste materials into appropriate areas utilizing appropriate equipment.
Acts as backup to other Transfer Station positions including staff in the scale house. Operates
various equipment as a loader, 5 -yard dump truck, tractor -trailer, backhoe, knuckle boom crane, and
various hand tools.
Operates heavy equipment and tools such as a loader, 5 -yard dump truck, tractor -trailer, backhoe,
knuckle boom crane, chain saws, weed eater, and various hand tools, to accomplish various tasks
including handling and transferring solid waste at the site.
Maintains equipment by performing various repairs and performs carpentry, welding and fabrication
as well as minor electrical work.
Performs duties associated with scale house operation such as cash handling and maintaining cash
drawer; reading and recording totals shown on computer to verify against cash on hand; and greeting
customers and utilizing computer program used with the scales.
Maintain and clean site to ensure neat, orderly appearance; perform any minor repairs which are
deemed necessary.
Completes forms and documentation for transfer station operations and solid waste projects and
assigns priority to solid waste projects.

Acts as backup for MR W position. Performs operational and administrative tasks including
receiving, loading and unloading, record keeping, processing, bulking, stocking and inventory
facility supplies, and assisting with the shipping of hazardous wastes.
Respond to public inquiries in a courteous manner; provide information within scope of knowledge
and authority or refers to supervisor.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill,

EDUCATION and/or EXPERIENCE
High school diploma or general education degree (GED); and two (2) years as a Solid
Waste Operator II
OR
High school diploma or general education degree (GED) and six (6) years related
experience and/or training in solid waste, facilities maintenance, or heavy equipment
operation;
OR
Eight (8) years related experience and/or training; or equivalent combination of education
and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance
instructions, and procedure manuals. Ability to write routine reports and correspondence.
Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole
numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in
written,
oral, or diagram form. Ability to deal with problems involving several concrete variables
unstandardized situations.
COMPUTER SKILLS:
To perform this job successfully, an individual should have knowledge of database
software; internet software; spreadsheet software and word processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License, Class A Commercial Driver's License.
Possession of, or, ability to obtain:
First Aid/CPR Certification
Transfer Station Operator Certification
MR W Required Certifications, if used as a backup for the Household Hazardous Waste
(HHW)
Forklift Certification
Respirator Certification
Certification in HAZMAT field and First Aid/Safety.

OTHER SKILLS AND ABILITIES
Knowledge of Federal, State and local rules and regulations pertaining to Solid Waste, and handing,
and record keeping.
Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful
situations, relate to various personality styles in a calm, professional manner.
Ability to successfully complete various required training classes and obtain certificates necessary
for functional skills performance.
Knowledge of methods, practices, procedures, tools, equipment and techniques used in the
collection, processing, and disposal of solid waste and moderate risk waste.
Ability to be independent and self motivated and to work under pressure; to complete work within
required deadlines, with little direction, while simultaneously completing other tasks.
Ability to administer confidential issues in a discreet manner.
Ability to maintain a high standard for accuracy, completeness, and efficiency in the preparation of
reports and budgets.
Familiarity with current ideas, practices, and trends relating to solid waste operations and familiarity
with State and County rules, regulations, codes, ordinances and policies.
