SUMMARY Coordinates administrative activities required for the operation ofthe solid waste
program including contract compliance, efficient and safe operation of the transfer station, drop box
sites, long haul and disposal, moderate risk waste (MRW), recycling, education, monitoring and
testing and post closure activities, by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be
assigned.
Coordinates personnel, repair and maintenance of equipment, assists with budget
preparation, and all activities related to processing and disposition of solid waste.
Assist with establishing training opportunities for personnel, assist with setting work and
maintenance schedules and goals.
Assist in preparing and administration of solid waste operation budget.
Coordinates with Operations Manager and Solid Waste Foreman, other divisions and agencies on
project management plan implementation, environmental issues, permitting, and other related tasks.
Collaborates with staff for ordering, tracking of costs, quarterly and annual reports, solid waste
quantities and record keeping, handling and shipping, responses to citizen complaints, other agency
requests.
Develops and administers solid waste contracts.
May substitute for Transfer Station administrative services, or Moderate Risk Waste facility
operations during times of regular staff illness or leave.
Conduct regular meetings with solid waste operations, SW AC, other divisions, agencies and
commissions for exchange of information, updates, changes in procedures, and routine personnel
activities.

Stay abreast of current methods, means, and issues of equipment used in the collection, processing,
and disposal of solid waste and the collection, process, and marketing of recyclable, including
legislative and administrative policies, law, rules, regulations and ordinances in the solid waste field.
Participates in team process to set work level expectations, goals and objectives.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each
essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill,

EDUCATION and/or EXPERIENCE
Associate's Degree (AA) in solid waste management, engineering or a related field,
and a minimum of six (6) years experience in solid waste, moderate risk waste
management and recycling operations;
OR
Bachelor's degree (BA or BS) in solid waste management, engineering or related field and
two (2) years related experience.
OR
An or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business periodicals, professional journals,
technical procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present information and
respond to questions from groups of managers, clients, customers, and the general public.
MA THEMA TICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference,
and fundamentals of plane and solid geometry and trigonometry. Ability to apply
concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to solve practical problems and deal with a variety of concrete variables in
situations where only limited standardization exists. Ability to interpret a variety of
instructions furnished in written, oral, diagram, or schedule form.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of database
software; internet software; spreadsheet software and word processing software.

Possession of, or, ability to obtain and maintain within one (1) year, a Certification in HAZMAT
field and First Aid/Safety.
Possession of, or ability to obtain and maintain within one (1) year, a Certified Integrated Municipal
Solid Waste Manager 1 Certificate offered by GRCDA, Solid Waste Association North America
(S.W.AN.A) or equivalent.
OTHER SKILLS AND ABILITIES
Ability to provide technical leadership to other Public Works staff as needed. May provide input
into hiring decisions.
Ability to effectively present information and respond to questions from the Board of County
Commissioners, consultants, contractors and the general public.
Ability to work effectively with subcontractors, commercial haulers, regulatory agencies, and other
County Departments.
Ability to promote public awareness and cooperation through public relation activities including
responding to inquiries from the general public.
Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in stressful
situations, relate to various personality styles in a calm, professional manner.
Ability to implement and maintain sound organizational practices.
Ability to successfully complete various required training classes and obtain certificates necessary
for functional skills performance.
Knowledge of, and ability to read, interpret, apply and explain, federal, State, and local rules,
regulations and ordinances pertaining to solid waste issues.
Knowledge of methods, practices, procedures, tools, equipment and techniques used in the
collection, processing, and disposal of solid waste and moderate risk waste, and the collection,
process, and marketing of recyclable.
Ability to be independent and self motivated and to work under pressure; to complete work within
required deadlines, with little direction, while simultaneously completing other tasks.
Ability to administer confidential issues in a discreet manner.
Ability to maintain a high standard for accuracy, completeness, and efficiency in the preparation of
reports and budgets.
Familiarity with current ideas, practices, and trends relating to solid waste operations and familiarity
with State and County rules, regulations, codes, ordinances and policies.
Ability to communicate effectively, both orally and in writing, with groups and individuals regarding

Skill in assigning priority for daily work on projects and keeping within budget constraints.
Knowledge of principles and procedures of self-directed work teams.
