SUMMARY
Plans, organizes, coordinates, leads, and performs a wide variety of skilled work requiring techniques and
methods used in traffic signing and pavement markings and other traffic control devices, including assembly
and other preparation, installation and maintenance of traffic signs, pavement markings, record keeping and
other related traffic control functions, by performing the following duties.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Assembles, installs, removes, replaces, resets, repairs, creates and maintains traffic signs and pavement
markings to include reflective buttons, stop bars, delineator, and all other traffic control devices along
County road network including the updating of all sign installation records.
Maintains and updates a database of all sign installation and maintenance.
Oversees work performed by other staffto assure quality of work, conformance with plans, regulations, and
standards. Insures safety standards are being met. Conducts inspections of traffic control devices to identify
deficiencies, problems, or safety hazards. Prepares recommendations to remedy problem areas.
Performs various traffic control assignments and occasionally inspects construction or reconstruction project
for conformance to traffic control plans and specifications; performs plan reviews and field review of traffic
control features, in progress inspections, materials testing, reflectivity, and inspects and verifies distances,
elevations and other measurements as assigned on projects contracted, conducted or inspected by the County
Acts as project coordinator between Public Works Department, other agencies, and developers, or
contractors, for signing, pavement markings, or other traffic control purposes. Resolves conflicts with
contractors/applicants or refers to a supervisor.
Performs technical research and problem resolution as assigned. Identifies traffic sign problems, takes
corrective action and/or makes recommendations to management regarding traffic system and signage
improvements.

Provides assistance, reviews and processes permits related to signage and traffic control for residences,
developments, business sites, and others performing work in the County right-of-way.
Assists in the preparation of County pavement markings program (layout of no passing zones, roads to be
striped, etc.) and supervises and coordinates the work performed in placing traffic stripes on roads. Reviews
or creates engineering documents, material lists, or costs related to road signage and striping plans.

Prepares moderately complex engineering drawings and performs inspection tasks such as creation of, or
review of, signage plans, or inspection of associated submittal or installations provided by public or other
agenCIes.
Acts as coordinator for several Public Works projects at one time.
Testifies in court regarding traffic control device installation and maintenance activities as required.
Assures that all functions associated with traffic control are performed in accordance with federal, State,
local, and other traffic codes, laws, statutes, rules and regulations including the Manual of Uniform Traffic
Control Devices. Ensures completion of work in compliance with job and County safety policies and
procedures.
Responsible for the operation, maintenance, repair and upkeep of traffic equipment and other equipment used
for sign making, road pavement markings, and traffic button placement. Also performs inspections and a
variety of skilled work on County traffic equipment involving mechanical and electrical tools and equipment.
Reports effectiveness measured primarily through reports, conferences, occasional check of in-process work
and review of results achieved.
Performs a yearly inventory of signs in stores, including inventory at satellite shops. Maintains sufficient
inventory of customary or emergency signage. Purchases all necessary supplies and materials.
Independently researches departmental records, maps and other sources of information to assemble
background data related to signing or other traffic control devices. Generates signage, striping or road log
reports.
Responds to 24 hour call out for emergency repairs to road system.
Accountable for specific project steps, works in a team based environment and participates in the annual
training program and annual performance evaluation process.
Participates in team processes to assist in developing the division budget for the department, and set work
level expectations, goals and objectives.
SUPERVISORY RESPONSIBILITIES
This job has no direct supervisory responsibilities, but does provide technical assistance and leadership to
other staff. Coordinates, assigns and directs work of road maintenance staff involved in maintenance of

traffic devices on a daily basis. Inspects and oversees work product. Provides guidance and training to
technicians such as Engineering Technician lor II, or maintenance workers. May provide input to hiring
decisions.

EDUCATION and/or EXPERIENCE
High school diploma or GED and two (2) years experience as an Engineering Technician
II
OR
Four (4) years experience in traffic signage, technical civil engineering or a related field
OR
Equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, interpret and communicate common scientific and technical
journals, engineering and financial reports, engineering instruction, and legal documents.
Ability to respond to common inquiries or complaints from customers, regulatory
agencies, or members of the business community. Ability to effectively present
information and respond to questions from groups of managers, clients, customers and
the general public.
MA THEMA TICAL SKILLS
Ability to calculate fractions, percentages, ratios, proportions, percentages, area,
circumference, and volume as they apply to practical situations regarding signage,
pavement markings, and material sampling and testing. Ability to apply concepts of
basic algebra, geometry and trigonometry as they apply to traffic functions.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to interpret an extensive variety of technical instructions in mathematical or
diagram form and deal with several abstract and concrete variables.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of database
software; internet software; spreadsheet software and word processing software.
CERTIFICA TES, LICENSES, REGISTRATIONS
Valid Washington State Driver's License
International Municipal Signal Association Work Zone Safety Specialist and Signs and Markings Specialist
certifications.
Possession of a current Flagging and Traffic Control Card. Ability to maintain current CPR, First Aid and
Defensive Driving certifications.

OTHER SKILLS AND ABILITIES
Ability to successfully complete various required training classes and obtain certificates necessary for
functional skills performance, maintenance and improvement.
Ability to utilize a computer to create and build signs and maintain, enter and update records of necessary
data for sign removal, replacement, new installation or other maintenance work performed.
Ability to establish and maintain effective working relationships. Ability to courteously respond to public
inquiries within the scope of knowledge and authority of the position or refers them to a higher classification.
Knowledge of risk management and loss control procedures associated with signage and striping.
Knowledge of the principles, practices and methods utilized in the Manual of Uniform Traffic Control
Devices. Specific knowledge of the standards and policies of Jefferson County in conjunction with this
manual and how they apply to traffic control signage and striping.
Knowledge and understanding of drafting and construction plan reading and basic CAD (computer aided
design) skills.
Knowledge of drafting procedures, the use of computers and the WSDOT / APW A Standard Specifications
for Roads, Bridges, and Municipal Construction. Knowledge of the policies and procedures of the
Department.
Ability to operate various sign making or other equipment, such as: sign machine, Electronic Distance Meter,
simple drafting instruments, sampling and testing equipment, programmed computers, and motor vehicles
equipped with manual or automatic transmissions.
Ability to use various office and radio equipment used in traffic control maintenance work. Ability to
generate engineering and/or technical reports.
Ability to use hand tools, chainsaws, mechanical augers, light duty trucks, power equipment, and other
related equipment used in the various type of traffic control maintenance work.
Ability to work independently when executing the job assignments and goals.
Ability to provide leadership in the completion of projects and programs.
Ability to perform work outdoors in a potentially dangerous environment such as automobile traffic, heavy
equipment, quarry and pit sites, crushing, asphalt and concrete, plants, forestry industry, etc.
Ability to spend 50 % of work time in the office and 50% in the field.
Ability to wear hard hat, safety glasses or goggles, ear plugs or muff, rubber, leather, or plastic gloves,
adequate work boots, safety vests, or any other personal safety gear determined by the County, and/or
regulatory agency safety policy.
