WA 98368 June 22, 2005 Dear Stacie, Thanks for the opportunity to comment on the proposed Planned Rural Residential Development and Golf Course Preservation Plan. Currently Jefferson Transit operates paratransit service to the area of proposed development one day each week. The nearest current fixed route bus stops are at the intersection of 4-Corners Road & SR-20. Due to ongoing development of parcels along Cape George Road, Discovery Road,S. Discovery Road and Hastings Avenue, Jefferson Transit projects the need in the future to provide fixed route service along the above mentioned roads. Although fixed route service is not scheduled to be added to these areas in the very near future, it is anticipated that service will eventually be added because ofthe need generated by developments such as the one being proposed at the golf course. Longrange planning for development of the area should include amenities that will make adding fixed route and paratransit services safe and efficient. Jefferson Transit requests that the Department of Community Development require development proponents to address Transit needs when designing their projects. Amenities such as sidewalks leading from developments to well designed bus zones with shelters, along major arterials are infrastructure features that promote use of transportation alternatives to the automobile. These sorts of amenities are easier to achieve if they are part of a developmenfs design from the beginning. Good planning and build out, at the time of development also have the positive impact of lowering costs. Because these zones would be built for use in future years, there is no need at this time to require passenger waiting shelters. To be able to provide ADA mandated service delivery within the proposed development, Jefferson Transit vehicles should be able to drive to within 75-feet ofthe door to each residence. After stopping at the curb, there needs to be a 96-inch deep (measured from the curb of the roadway) firm stable surface for deployment ofthe vehicle's lift and to maneuver a wheelchair beyond the end ofthe lift. The 96-inch surface should be a minimum of 60-inches in width (measured parallel to the vehicle roadway) and should be connected to a firm, stable surfaced pathway leading to the door of each residence.
