Discovery Bay PRRD

The purpose of the meeting with the County is to discuss and reach an understanding with respect to the following issues:
. Trail standards for both the Discovery Bay trail and the Larry Scott Memorial Trail extension to Discovery Road.
These are to be constructed by DBGC prior to final plat approval per Public Works comments. Our concerns are
allowable gradients, trail width, surfacing materials, signs, maintenance responsibilities, permitted trail uses, hours of
operation, etc. How best to legally define the trail for general public access, what procedures would one need to
follow in order to modify trails alignment should that be required in the future. Phasing of the trail installation, and
lastly constructing the trail on the Heron Pond properties. (At present it looks as if the trail directly overlays Douglas
Way).
. Harrison Street Vacation - will bring the completed application along with notification of all property owners within
the prescribed distance, and an appraisal of its value.
. We will be providing a draft of the CC&R's for review prior to next weeks meeting. The draft CC&R's will focus
primarily on the reserve tract, Homeowner's Association, utility corridors/easements, clearing limits, setbacks,
landscape standards, etc,
. Update on the status of the concept and engineering for the sanitary sewer/community drain field, and/or individual
septic systems on those lots which have both the size and suitable soils to support.
. Status of the SEP A determination and conditions. How long might it take to issue the MDNS once the requested
information has been submitted.
. Widening of Discovery Road - has the County looked at alternatives for modifying the 8' width on each side of the
road? Our concerns are that this portion of Discovery Road is one of the more scenic roads in this part of the County
and the combination of golf, Poplar trees and an occasional cow say 'rural'. If the Poplar trees are to be removed the
golf course will likely experience an increase in its liability exposure from errant golf balls.
In the past, I have been retained on numerous projects to implement course modifications in an attempt to
mitigate these types of situations. The methods that are employed sometimes are as simple as planting new
trees (however, they still need to mature) to re-orienting a tee and adding a bunker, graduating to more
significant work such as moving a green and/or entire golf hole and in some more extreme situations only large
fences seem to be adequate. The cost of this work can easily add up to a fairly hefty number which will only
further burden this struggling golf course that we are attempting to preserve.
Has the County looked at alternatives for the geometry of this road widening, particularly the width of the
shoulder and the need to have an 8' wide shoulder on both sides of the road. As I have said in previous
meetings with Jim Pearson regarding this matter it is our intention to cooperate with the County to resolve these
issues. And in so doing, I would like to think that we are partners sharing the cost and responsibilities of some
of this work rather than shifting all of the responsibilities and financial obligations to the golf course.
. Possibility of separating the PRRD from the long plat subdivision application for purposes of concluding the MDNS
phase. Once conditioned we can March forward with design development and submit for construction permits while
we wait for the hearing on our project. I am confident that we will achieve our requested density and that comments
here on out will be minimal. My concern is that we be able to break ground in May and have product for sale in
September for phase one.
