Item 13 (a) - Please define in depth impact on public services including fire flow and
secondaIy egress and emergency vehicle access.
The DiscoveI)' Bay PRRD will impact local public services including but not limited to
schools, public transportation, PUD for water and maintenance of community drain systems,
police, and fire including emergency medical response units.
Potable water for utility mainlines for the project will be a minimum of8" in size and be
capable of delivering a minimum of 500 gallons per minute per the International Fire Code.
Several fire hydrants are proposed that meet minimum separation regulations.
SecondaIy and emergency access will be provided along an existing road alignment that
connects Lawrence Road (Cape George road connection) to Hutson Road (DiscoveI)' Bay
Connection). Should these private residential roads be gated than appropriate access codes
and keys will be made available to the local fire departments for access. Knockdown barriers
will be installed at each end of the emergency connecting road which will limit vehicular
access only for emergency purposes. In addition to meeting Jefferson Country requirements
all roads will also be constructed to meet the requirements of the International Fire Code.
Item 13 (b) Public Services
Our market studies suggest that the future residents ofDiscoveI)' Bay are people who are just
now considering retirement and still lead VeI)' active lives. Initially many of these will be
second homes and the occupants 'empty nesters'. Many of these people winter in the
southern portions of the US seeking better weather.
Project narrative stated that it was the proponent's perception that the demands on public
services as a result of the demographics of our customer base were in reference to:
Few school age children means less demand on public schools
People who are consciously aware of there health and lead active lifestyles are less likely
to have medical emergencies
Residents will typically be absent for extended periods of time often up to six months
during the winter. This places fewer demands on water, sanitation, electrical utilities not
to mention police, fire and emergency medical support.
