I would submit the following based on field observations and testimony of bcal residents and the son on the original homesteader. Your proposed building site does not fall within the floodplain as shown on the FIRM maps. The site occurs on the same bench as the Undie homestead which lies shoat 1800 feet upstream. The homestead, built in the 1930'x, has a basement which has never had flood water in it(elev. 97.53'). Upper floor elevation of the homestead is 104.53'. The highest observed flood elevation occurred in the field bebw the homestead which has an elevation of 88.41'. Your proposed building site has an average ground elevation of abort 99' with a proposed daylight basement elevation of shoat 91'. The borer bench elevation at the proposed site is about 84' with a river line of vegetation elevation of 77.17' and top of river bank elevation of 8Z.26'. This borer bench area still has the remains of old growth spruce stamps shag with the upper bench bniWing site which indicates that the river has never meandered through here but has in fact stayed pretty much in its present day channel in this area. Since there are no established BFE's, or even established bench marks, in this part of Jefferson County, personal history and testimony is the best we have to go on. I set a benchmark with an estimated elevation at your proposed building site. It is composed of a benchtie nail driven in a 10' tall 20" diameter spruce stamp. We are located below in elevation to their property. Our pfy has never flooded. In December of 1999 we lied a record rainfall, much of the Town of Forks, (which is 8 miles north of the property) flooded. We sustained no damage to our property. In March 1990 I purchased a home and 3 parcels of property bordering the Bogachiel River, and the Woody farm. I lived in that home from March 1990 through January 2001.During this time period I did not see water from the Bogachiel River ever enter the Woolly's field. The Bogachiel River has remained within the visible high water mark and has not left its normal course through my property, or the Woody property.
