Our meeting with Trendwest ended in my thinking that Don was going to review the March 3 letter of Marco and
make it current, and then PLA would apply. I thought that would happen in a few weeks. But, Marco sent in the
March 3 letter via email.

I want to be sure that I understand. Is this not the complete application required to propose an
amendment to the Development Agreement the effect of which would modify the applicable land use
definition of "residential" to include Trend West's proposed 'use therein? If not, please let me know when
there is a complete application to which I could respond and the protocol applicable to response. Could
you tell me how the document you provide to me here varies from the discussions between you and PLA
and Trend West?
