PLA has submitted a MLA on Wednesday afternoon. It will be noticed in the Leader for a 30 day
public comment period. The proposal is as outlined in Marco's letter of March 3.

I am confused. What are PLA and Trend West attempting to accomplish with the March 3d
letter and the meetings with you? If an MLA is required, I would think they would sign and
submit one. Their meetings and responses are creating a good deal of confusion and
suspicion in the community.
