August 29,2006 to wetland bufferthat may restrict development on the subject parcel. The single family home with a conventional septic system. Fieldwork to determine the actual wetland boundaries was conducted according to the methodology outlined in the Washington State Wetland Identification and Delineation Manual (Department of Ecology #96-94) and Jefferson County Unified Development Code (UDC) dated January 1,2001. Description of Site · Legal Description: Parcel #997 600 008 Section 8 Township 30N Range 1 W · Location: 434 S. Jacob Miller Road, Jefferson County · Soils: CfC Cassolary sandy loam and AgB Agnew silt loam . Slopes: 0 to 15% slopes Findings The subject parcel and surrounding area is in open pasture and home sites. Strangers Lake, a documented pond to the north of the site, has been dry since 2001. Although a wetland is mapped on the subject parcel, findings show that only a small remnant of this larger wetland remains. Please refer to the map, included with this letter, with the Jefferson County wetland map areas and the aerial map from 2005 which clearly shows the isolated wetland identified in the field. There is no apparent overland connection to Strangers Lake or adjacent wetlands, Level I Assessment Jennson Report File Number 2006-0831 Olympic Wetland Resources, Inc, AugustJ06 The small wetland was identified by a slight drop in elevation and wetland soils (lOYR 2/1). Wetland vegetation identified included the following water dependent species (OBL, F ACW and FACW+) Ladysthumb Polygonum amphibium, Foxtail Alopecurus sp.(geniculatus?), Curly dock Rumex crispus, and Reed canarygrass Phalaris arundinacea. The presence of these species indicates a regular high water table, All vegetation was stressed due to late summer drought. According to Mimi Jennson this area was saturated during the rainy season, The wetland measured approximately 100' X 60' (approximately 6,000 square feet) and will most likely qualify as a Category III or IV wetland. Under the current Jefferson County Unified Development Code, wetlands of this size are not regulated, The proposed development is within the western portion of the parcel whereas the small wetland is on the eastern edge. The proposed septic site (indicated by perk holes) and homesite are over 200 and 400 feet, respectively, from the isolated wetland. Final authority over wetland determinations and associated buffers rests with Jefferson County Department of Community Development.
