SPECIAL CONDITIONS FOR CASfl BLD06-00387 •
1.) Landslide Hazard Areas and their associated buffers shall remain naturally vegetated.
Should buffer disturbance occur during construction, the Unified Development Code
(UDC)Administrator shall require replanting with native vegetation. No alterations shall be
made to the Landslide Hazard Area or its associated buffer without prior authorization by
the UDC Administrator.
2.) Prior to and during approved construction activities, the perimeter of the landslide hazard
area buffer shall be marked with a temporary sign. The sign shall be placed in such a
manner that it can be directly observed from the construction area. The sign shall contain
the following statement: "Landslide Hazard Area and Buffer- Do not Remove or Alter
Existing Vegetation."
3.) All construction activities shall not encroach upon the buffer. This includes the storage or
preparation of materials.
4.) The applicant shall permanently separate the boundary of the Landslide Hazard Area
Buffer from the remainder of the subject property through installing logs, trees, a hedge
row, or any other prominent physical marking approved by the UDC Administrator.
5.) A Geotechnical Report was submitted in conjunction with this application. The report
addressed the stability of the geologic hazard area. The Geotechnical Report addressed
how the stairs to the beach should be constructed to ensure that the proposal will not
impact the stability of the shoreline bluff.
6.) The project shall adhere to the Best Management Practices (BMPs) to control stormwater,
erosion and sediment during construction. BMPs shall address permanent measures to
stabilize soil exposed during construction, and in the design and operation of stormwater
and drainage control systems.
7.) Prior to commencing development activity, proponent is responsible for informing the
Washington Department of Fish and Wildlife (WDFW) in order for WDFW to determine
whether this action is subject to the Washington State Hydraulic Code (Chapter 220-10
WAC). Hydraulic Project Approval (HPA) is required for all hydraulic projects, which are
defined as construction or performance of other work that will use, divert, obstruct, or
change the natural flow or bed of any of the salt or fresh waters of the state.
8.) Native trees and/or shrubs shall be planted on all disturbed areas (such as the old
stairway location) on the shoreline bluff where native vegetation is not present. The
vegetation shall be planted by April 1, 2007. The DCD will inspect the plantings after this
date. The trees and shrubs may be trimmed to preserve views. The purpose of the
vegetation is to protect the shoreline bluff, to aid in drainage/stormwater management, to
comply with the recommendations from the Geotechnical Report, and to mitigate impacts
from the staircase and landing on the beach.
The native vegetation on the shoreline bank shall not be removed as part of this
application. This vegetation can be minimally trimmed for the installation of the stairs
provided that this does not impact the health of the vegetation.
9.) Work within the jurisdiction of the Shoreline Master Program other than as described
above shall receive separate review from this Department.
10.) No fill or other material may be placed in the waters or intertidal areas of Jefferson
County.
11.) All lumber and other materials treated with preservative shall be sufficiently cured to
minimize leaching into the water or shore bed, in accordance with the Best Management
Practices approved by the Washington Department of Fish and Wildlife.

12.) The landowner shall comply with he recommendations for the Geotechnical Report
prepared by Geo Group Northwest, Inc dated February 22, 2006. The following is a
summary of the recommendations and conclusions from the Geotechnical Report.
A. The slope at the site is founded on sandstone bedrock and should be stable. The
surface of the slope is subject to weathering and erosion, although the potential of slope
recession appears to be limited due to the sandstone underlying the surficial soils.
B. The cause of settlements at the cabin are due to the poor construction and poor
foundation preparation at the time the cabin was built, and the settlement likely took place
within 10 years of the cabin's construction.
C. Small diameter pipe piles can be used to underpin the existing cabin and deck. They
are recommended if a new cabin is planned. Specific recommendations and design of the
pipe pile support system is not within the scope of this evaluation.
D. The timber stairway that provides access to the beach is in poor condition and needs to
be replaced. Due to the steepness of the slope, we recommend that the stairway be
supported on small diameter piles that are driven into the dense soils. This will provide
proper support for the stairway and not impact the stability of the slope, since no
excavations are needed for the pin pile supports.
E. The steep slope should be vegetated with native species of shrubs and trees such as
salal, Oregon grape, sword ferns,junipers, cedars, and other appropriate ground cover to
minimize erosion.
13.) The landing/platform on the beach shall be the minimum size feasible to provide the final
four foot decent to the beach. The size of the landing/platform on the beach shall be a
maximum of 4 feet by 4 feet(excluding the retractable steps). The landing/platform shall
either be located on the existing culvert or a new support system may be utilized on the
beach if the culvert is removed.
14.) Prior to the final inspection for the building permit, the landowner shall submit an original
wet stamped letter from a Professional Engineer licensed in the State of Washington that
the construction of the stairs were in accordance with the Geotechnical Report dated
February 22, 2006.
