HomeMy WebLinkAboutDove House $130,450 Received 122122PROJECT DESCRIPTION Name of Project or Program: New Subsidized & Transitional Housing with Support Services Amount requested: $130,450 Provide a brief description of the Project or Program: (LIMIT 200 WORDS) Dove House closed on the purchase of a residential property at 909 Kearney St, Port Townsend, WA 98368 on 11/30/22. Our goal is to use this residence as subsidized transitional housing for persons fleeing domestic or family violence with no subsequent safe residence identified and lacking the resources needed to obtain such housing. In line with our mission and in accordance with the 1590 RFP, we will house survivors of domestic violence and other crimes, many of whom experience mental illness and are either currently homeless or at-risk of becoming homeless, with income at or below 60% of area median income. We will subsidize rent payments to a maximum of 30% of the client’s income, up to but less than market rates for equivalent units. The property has a house with two separate units: one three-bedroom unit which could house a family of up to five people, an attached apartment which could house a single person or a parent with child; and a separate studio apartment attached to the garage which could house a single person or a parent with child. As with our other transitional housing at 1045 10th St, Dove House will also provide case management, advocacy, and support to the clients residing at this new location. Specify the Project or Program goals and expected outcomes. Specify the methods by which the Project or Program will be measured and assessed. (LIMIT 300 WORDS) The goal of this Project is to provide three new subsidized, transitional housing units plus supportive services/basic needs for persons fleeing domestic or family violence with no subsequent safe residence identified and lacking the resources needed to obtain such housing. The outcomes include: • 2,555 annual bed nights in transitional housing o Calculation: One three-bedroom unit housing five persons multiplied by 365 nights = 1,825 bed nights + One studio unit housing one person multiplied by 365 nights = 365 bed nights + One studio unit housing one person multiplied by 365 nights = 365 bed nights. Sum total of 2,555 bed nights. Specify the number of units of housing to be created or number of individuals who will be served by the Project or Program. We will create three new subsidized, transitional housing units at 909 Kearney St, Port Townsend, WA 98368: 1) one three-bedroom house which can accommodate a family of up to five people; 2) one studio apartment which can accommodate a single person or parent and child; 3) one studio apartment which can accommodate a single person or parent and child; Specify the eligible use under 1590 for which the Project or Program qualifies. Our Project qualifies for the following eligible activities in accordance with RCW 82.14.530. A. Constructing affordable housing, which may include new units of affordable housing within an existing structure, and facilities providing housing-related services, solely for eligible households This project is creating new units of affordable housing within an existing structure. Dove House has already purchased the property at 909 Kearney St, Port Townsend using cash reserves and bank financing. We will need funds to remodel the facilities to provide affordable housing. We will be providing housing-related services for eligible households on-site. C. Funding the operations and maintenance costs of new units of affordable housing and facilities where housing-related programs are provided, or newly constructed evaluation and treatment centers. We view these soon-to-be constructed transitional housing project as an expansion to our existing transitional housing program at our main office. In this housing-related program we will be providing support services to assist our clients in obtaining permanent housing. 4. For purposes of this provision, “eligible households” means persons within any of the following population groups whose income is at or below sixty percent of median income: As stated above, we will be serving the following eligible households in this project: o Persons with mental illness o Homeless (or at-risk of being homeless) families with children o Domestic violence survivors A CAPACITY - Experience Providing Similar Program Services or Developing Similar Projects (15 Points) Provide a brief description of the recent (within the last 5 years), relevant (same or similar Project or Program), and successful (goals and objectives met) experiences of the organization. If the organization has previously received funds from the 1590 Funds provide a brief update. (LIMIT 300 WORDS) Dove House has been serving persons fleeing domestic or family violence since 1983. We opened Pat’s Promise domestic violence shelter in 2003. We opened transitional apartments in 2009. We have not received any 1590 funds in the past. If this is a collaborative Project or Program, identify the other partners involved, their role, and your role. If you are partnering with another agency/ agencies, attach their letter of commitment and any MOUs. This is not a collaborative Project. We do not have MOUs but work closely with partners in the community to assist our clients. Financial Capacity Please provide the following if applicable: Current operating budget for the organization requesting the funding See attached Annual report for the previous year Not applicable Most recent year audited financials OR If applicant has not been audited within the last two (2) years, a certified Current Financial Statement" must be submitted in lieu of an audit report See attached B ALIGNMENT- Aligns with 5 Year Housing Plan and includes community outreach (15 Points) (LIMIT 400 WORDS) Our Project aligns with the 5 Year Housing Plan in the following ways: OBJECTIVE # 1 Quickly identify and engage people experiencing homelessness. Dove House has a 24-hour domestic violence crisis line which allows us to quickly identify persons fleeing domestic or family violence. With availability, we are able to house them in our domestic violence shelter (or temporary hotel stays when the shelter is full) and, from there, house them in our transitional housing units. During office hours, we have Advocates available for walk-in appointments for anyone inquiring and qualifying for our services as a survivor of domestic violence, sexual assault, or general crimes. Many of these folks experience mental illness and homelessness (or at-risk of homelessness). OBJECTIVE # 2 Prioritization of homeless housing for people with the highest needs. This Project will provide three new transitional housing units for persons fleeing domestic or family violence with no subsequent safe residence identified and lacking the resources needed to obtain such housing, a population identified as among those with the highest needs for housing and support services. OUTREACH/COMMUNITY SUPPORT Dove House engages in pro-active and responsive outreach. We place our services rack cards at all related service providers and businesses in the area, attend (and hold our own) outreach events and collaborate regularly with organizations that serve potential and active clients - healthcare/basic needs/housing/financial assistance /education/employment. We actively engage with more than 1500 individuals, groups and businesses who support Dove House throughout the year. C APPROACH - Completeness of Proposal and Readiness ( 20 Points) ( LIMIT 400 WORDS) Is the Project or Program ready to use the funding now or are there actions to be taken before the Project or Program can begin? If so, what are those actions? We have already closed on the property at 909 Kearney St, Port Townsend as of 11/30/22. We are requesting 1590 funds to help us remodel the building so that we can be ready to house clients in the first studio apartment in late February 2023, the three-bedroom unit by late March- early April 2023, and the final studio apartment unit in May or June 2023. Will the requested funds fully fund the Project or Program? If not, how does the organization intend to fill the gap? This request does not fully fund this Project. Dove House already spent substantial amount of our savings to purchase the property in addition to financing to ensure that three rental properties will remain affordable in our community to those who need it most. The requested funds from this RFP will cover a portion of the total Remodel Costs; Salary and Benefits for one full time employee to provide housing support services; utilities to include water/sewer, electricity, garbage removal, propane, and internet/telephone; and Repair/Maintenance. Could the Project or Program be scaled (include the per unit cost of the Project or Program)? No Have additional funds been requested or will be requested? If yes, what is the source? We are not using matching funds Are the requested funds to be used as a match for this Project or Program? If yes, provide a description of the Project or Program to be matched and how it relates to the goals and priorities of the Five- Year Plan. Also, provide a budget for the entire Project or Program including funding from all sources and identify what portion of the Project or Program these funds will support. These funds are not used as a match Specify the number of housing units that will be created or the number of individuals who will be assisted with this Project or Program in the first year. This Project will create three new subsidized, transitional housing units next door to our Recovery Café: a three-bedroom home which can accommodate a family of up-to-five people; and two studio apartments which can each house a single person or parent and infant. We estimate this project will provide 2,555 annual bed nights. Discuss how this Project or Program will be sustained after these funds are exhausted. Our current transitional housing program is funded in part through state grants for which we apply each year but are not guaranteed from year to year. Private and corporate foundation grants, local donations and groups who fundraise for us can also be sources of funding for this emergency housing and services, though these are also not guaranteed. We will continue to pursue these avenues for fundraising to support transitional housing and housing support services.
