One of the agenda items was an update on Port Ludlow’s recent power outages. The PUD Board of Commissioners and senior management are aware that power outages are a tremendous inconvenience to their customers and discussed ways to address the problems in the short and long term. Background: Power to Port Ludlow is delivered via transmission lines down Beaver Valley Road to the Port Ludlow Substation. Service is then divided into multiple “feeders,” supplying power to different sections of the greater Port Ludlow area, which extends down Beaver Valley and Oak Bay Roads to Highway 104 and then south through Shine and Bridgehaven and Thorndyke. At this time there is no back-up transmission line to supply power to the Port Ludlow substation and community. When a car knocked down a transmission pole this past Friday night, power was lost to the entire area and could not be restored until the pole was fully removed and replaced, a job that took more than 12 hours. Similarly, when a fallen tree led to a catastrophic fault in Port Ludlow’s 1960s-era substation transformer, power was lost to the entire area and couldn’t be fully restored until the transformer was replaced. Luckily, PUD staff had a spare transformer on site, and the job was completed in less than 24 hours, though it required a heavy-duty crane from Kitsap to complete the work. If not, the time to restore power would have taken much more time. As a point of information, the cost of a substation transformer is approximately $750K and it takes a year to manufacture one. During both outages, the PUD was able to restore some areas by switching distribution lines to connect to those powered by the Chimacum Substation. However, distribution lines have much less capacity than transmission lines. During cold weather, when demand for power is high, capacity is at its lowest. Winter mornings are peak times for electrical consumption in Jefferson County. This is when capacity (or excess capacity) is at its lowest. When Ludlow area residents lost power for another few hours the morning after the substation transformer was replaced, this occurred because our Chimacum Substation ran out of capacity to hold the extra Port Ludlow customers it had picked up in the middle of the night (a relatively low demand time). In order to avoid losing all customers on the Chimacum Substation, the Ludlow customers were shut off until the new transformer had finished warming up and was ready to handle its intended duties. According to PUD GM Kevin Streett, more work on the replacement substation transformer is still needed. The PUD is planning another short outage of approximately two hours in duration sometime during the next few weeks to complete the servicing of the replacement transformer. Customers will be notified well in advance of this planned outage. The PUD is planning on doing this work when the temperatures are not quite so cold.
