1.0 MAJOR FUNCTION AND PURPOSE
1.1 Tracks and implements operations of the Water Quality Division of Public Health. Develops
and implements plans, procedures, budgets, and performs program administration functions.
Assists the Deputy Director of Public Health to implement policy set by the Board of Health
and County Commissioners. Supports continuous improvement to all processes to assure the
efficient and economical use of County resources including funds, personnel and facilities.
Provides critical link with other departments, integrating county policies, sound
environmental assessment, protection and enhancement.
2.0 SUPERVISION RECEIVED
2.1 Persons in this position are given significant discretion, within the scope of policy and
regulations, in the performance of their duties; supervision and guidance are received from
the Deputy Director and the Director of Public Health, the Board of Health, the County
Administrator, the Health Officer and the Board of County Commissioners. Direct
supervision is from the Deputy Director of Public Health.
3.0 SUPERVISION
3.1 Supervises Environmental Health staff. Carries out supervisory responsibilities in accordance
with the organizations policies and applicable laws. In concert with the Deputy Director
responsibilities include interviewing, hiring, and training employees; planning, assigning, and
directing work; appraising performance; rewarding and disciplining employees; addressing
complaints and resolving problems. Uses sound professional and technical judgment, conforms to
adopted policies and procedures, solves problems and achieves results consistent with Department
goals and objectives.
3.2 Assist the Deputy Director in motivating staff to enhance efficiency and generate a
harmonious work environment.
4.0 SPECIFIC DUTIES AND RESPONSIBILITIES
4.1 Assists the Deputy Director in establishing, facilitating, and managing the Water Quality
Division and is responsible for the direction, coordination, and evaluation of the Water
Quality Division.
4.2 Review, track and implement department programs both in writing and deliverables to
maintain contracts. Is expert in field and resource to the department in specialty area.

4.3 Reports to the Deputy Director, the Director, and the Board of Health on division programs
and activities and provides assistance to the Board in formulating policies and making
decisions on Public Health Services within the County.
4.4 Assists Deputy Director in planning Water Quality -related programs with community and
organizational team involvement and defining the mission, objective and strategies for each
program. May serve, at the discretion of the Deputy Director, as a member of community
groups and boards that meet to address community health needs.
4.5 Coordinates and plans program services. Plans through interagency and community
collaboration how to provide program, outreach, schedules and conducts the provision of
services.
4.6 Assists the Deputy Director in formulating health policies and social policies which impact the
health of the community.
4.7 Conducts program evaluation of structure, process and outcome of health care that may
include: cost benefit analysis, recording system, quality of intervention, immediate and long
term outcomes both intended and unintended.
4.8 Maintains liaison with various advisory committees in order to provide collaborative effort
with community including, but not limited to:
a) May recommend changes to the programs and services that reflect advisory group
collaborative efforts.
b) May deliver policy issues identified by the advisory groups on to the Deputy Director,
Department staff, the Board of Health, and the Board of County Commissioners for
their consideration.
c) May act as organizational liaison for advisory groups in insuring that issues receive
appropriate attention.
4.9 Assists the Deputy Director with financial management and resource allocation: This includes
budget development, directs staff in monitoring, tracking, reporting and expenditure approval
of Water Quality Division budgets, to assure appropriate use of public funds, that contractual
obligations are met and the Department and County goals are achieved within available
resources.
4.10 Collaborates under the guidance and direction of the Deputy Director, with others including
health care providers, community leaders and organizations to implement plans, and evaluate
current services in the community and department.
4.11 Participates in continuing education programs and incorporates changes into own practice and
updates and schedules all Water Quality Division education programs.
4.12 Assists Deputy Director in preparing proposals for support of research/replication projects.

4.13 Assists the Deputy Director in developing, overseeing and managing grant applications,
contract negotiations, and reporting for numerous grants and contracts for the Water Quality
Division. Research, secure, and manage non -County grant funding for some portion of
Section activities to maximize the benefits from available County funding.
4.14 Assists Deputy Director in developing local, and regional plans and policies and provides
leadership and strategic planning, analysis and communication for the Water Quality Division
and assists with same for the Department as needed.
4.15 Plan, organize and implement citizen education for all areas of natural resource programs.
Conducts classes, performs public speaking, prepares publicity, and otherwise assists in
informing the public of stewardship and natural resource protections.
4.16 Establishes annual work programs, budgets, and identifies team approach to problem solving
and process improvements within the Water Quality Division.
4.17 Develop standard performance criteria and goals for work programs.
4.18 The position uses sound professional judgment, conforms to adopted policies and procedures,
solves problems and achieves results consistent with stated goals and objectives.
4.19 Performs other tasks as directed.
5.0 REQUIRED KNOWLEDGE AND ABILITIES
5.1 Ability to read, analyze, and interpret common scientific and technical journals, financial.
reports, and legal documents. Ability to respond to common inquiries or complaints from
customers, regulatory agencies, or members of the business community. Ability to write
speeches and articles for publication concerning change in clear, effective, persuasive, and
professional manner. Ability to read, analyze, and interpret general business periodicals, professional
journals, technical procedures, or governmental regulations. Ability to write reports, business
correspondence, and procedure manuals. Ability to effectively present information and
respond to questions from groups of managers, staff, customers, and the general public.
Ability to effectively prepare and/or direct preparation of, and present comprehensive reports,
presentations, budgets and correspondence to top management, public groups, and/or boards.
5.2 Ability to work with mathematical concepts such as probability and statistical inference.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical
situations.
5.3 Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to
interpret an extensive variety of technical instructions in mathematical or diagram form and
deal with several abstract and concrete variables.
5.4 Knowledge of the public health system and water quality agencies in Washington State.
5.5 Ability to demonstrate professional responsibility by active participation in appropriate

professional organizations. Ability to establish rapport with clients from diverse backgrounds and
lifestyles in a professional manner. Ability to communicate and work cooperatively with staff.
5.6 Ability to use a personal computer and software, computer terminal, calculator, and other
office equipment standard to areas of assignment and to adapt to new and/or modified
equipment which may be acquired.
5.7 Demonstrated successful supervisory and managerial experience is preferred. Ability to
implement and maintain sound organizational practices.
5.8 Ability to maintain a high standard for accuracy, completeness, and efficiency in the
preparation of reports and budgets. Independent and self motivated to complete required
deadlines while simultaneously completing other tasks.
5.9 While performing the duties of this job, the employee is frequently required to sit, talk or hear.
The employee is regularly required to stand and walk; use hands to finger, handle, or feel
objects, tools, or controls; climb or balance. The employee is occasionally required to stoop,
kneel, crouch, or crawl.
5.10 The employee must occasionally lift and/or move up to 10 pounds. Specific vision
requirements include: close vision, distance vision, color vision; and the ability to adjust focus.
6.0 MINIMUM QUALIFICATIONS
6.1 Master's degree (MA) in natural resource management, water resource management, ecology,
engineering, or basic natural or physical sciences; or a Master's degree in public
administration including a minimum or 45 credits of basic and natural sciences and three (3)
years experience in relevant, progressively responsible position, including one (1) year of
supervisory or lead experience;
OR
Bachelor's Degree (BA) in natural resource management, water resource management,
ecology, engineering, or basic natural or physical sciences and five (5) years progressively
responsible natural resource management position, including one (1) year of supervisory or
lead experience;
OR
Equivalent combination of education and experience.
6.2 Valid Washington State Drivers License.
7.0 DESIRABLE QUALIFICATIONS AND ABILITIES
7.1 Knowledge of the principles and practices of the field of environmental health and associated
disciplines, as applied to environmental health, including chemistry, microbiology, soils,
ecology and communicable diseases. Knowledge of the laws and administrative policies
governing environmental and natural resources programs.

7.2 Familiarity with tools, instruments, equipment and techniques commonly used in the
performance of related tasks.
7.3 Ability to quickly grasp new techniques, deal with rapid changes in events, remain calm in
stressful situations, relate to various personality styles in a calm, professional manner.
7.4 Understands the need for maintaining confidentiality of sensitive information.
7.5 Financial management, computer, analytical and forecasting skills.
7.6 Assure efficient and effective utilization of volunteers and department personnel, funds,
materials, facilities, and time.
7.7 Strong leadership, management, organizational, planning and negotiating skills.
7.8 Professional grant and report writing.
8.0 WORK ENVIRONMENT
8.1 Work is normally performed in and outdoors, in an environment with moderate noise.
