NW 175th Street Sidewalk Feasibility Study, Shoreline, WA Reid Middleton was retained by the City of Shoreline to study the feasibility of sidewalk construction on NW 175th Street from the southbound Interstate 5 on-ramp at the east end and extending west four blocks. Services provided included preliminary topographic survey, determination of potential wetland impacts at Ronald Bog, preliminary layout of a sidewalk (including a transit stop), preparation of an opinion of probable construction cost, and preparation of a Preliminary Design Study Report. Smokey Point RID/MRIP, Smokey Point, WA Participated in leadership of task force that proposed to create a $20-million Road Improvement District Task force was instrumental in bringing together private interests, the Cities of Arlington and Marysville, the Tulalip Tribe, Snohomish County, and the State of Washington for discussion of a jointly funded road improvement project The effort resulted in the formation of a Road Improvement District that has funded $8.4 million in road improvements in the Smokey Point area. Smokey Point RID Right-of-Way Phase, Smokey Point, WA Managed right-of-way plans preparation for $9.5 million in improvements to the County road network, including reconciliation of boundaries of over 170 parcels and confirmation of existing right-of-way for three miles of existing roadway. Responsibilities included coordination of geotechnical and traffic subconsultants; liaison with Whatcom County Engineering staff; development of public involvement program; review of proposed roadway alignments traversing adverse terrain; research and analysis of funding methods; and preparation of portions of the design study document, dealing with land use issues, public involvement, and funding methods. The study included the evaluation of capacity and safety aspects of approximately four miles of existing roadway and conceptual design and evaluation of eight alternatives, involving approximately two and one-half miles of new roadway. Downtown Grid Road System, Woodinville, WA Served as funding specialist on design team for multi-phase additions to road system in conjunction with expansion of the downtown commercial area. Responsibilities included research of feasible LID debt loads for developing commercial areas, research ofproject data to qualify project for Transportation Improvement Account funding, analysis of relationship between project construction phasing and project funding sources, and preparation of detailed Transportation Improvement Account funding application. City of Sultan Land Use Plan Review - Sultan, WA Review land use applications submitted to the City of Sultan. Responsibilities include review of plans, analysis of code compliance issues, site visits, coordination with city staff and applicants, and representation before Land Use Hearing Examiner. Schools Ridgeway Residence Hall, Western Washington University, Bellingham, WA Project manager for civil engineering design for a 200-bed residence hall on a steep slope with unsuitable soils (both water and waste fill), Project design involved erosion control, grading, drainage, utilities, paving, roadway and parking area facilities. Project elements also included a compressed design schedule and coordination with the City of Bellingham to establish requirements for fire flow, downstream drainage and booster pump improvements. Cedarcrest High School, Duvall, WA Served as project manager for a new 750-student high school construction project for the Riverview School District. Kamiak High & Harbour Pointe Middle Schools, Mukilteo School District, Mukilteo, WA Project manager to provide site civil services for a $54-million new high school/middle school construction project. Project involved construction of a three-story high school building with gymnasium, swimming pool, and performing arts structures, and construction of a two-story middle school. The 100-acre plus site included two tracks, two football fields, three baseball fields, a soccer field and tennis courts. Extensive wetlands throughout the site have resulted in a clustering of structures, innovative approaches to stormwater management, and preservation of open spaces to serve as wetland buffers. Responsibilities included liaison with client and other sub consultants, personnel supervision, budget maintenance, detailed engineering for grading, drainage, water, and sewer utilities, and consultation with review agencies. Southwest Campus Demolition & Interim Site Improvements, University of Washington, Seattle, WA Project planner for the University of Washington's Southwest Campus demolition and interim site improvement project, a 7-acre site presently occupied with older apartment buildings and offices. Wendell is responsible for obtaining various permits, including acquisition of the City of Seattle Master Use Permit, street vacation, and acquiring all other necessary environmental and construction permits. Twin City Elementary School, Stanwood, WA Prepared traffic impact analysis and represented Stanwood School District before Snohomish County Hearing Examiner in conditional use permit application to build 600-student elementary school. Site Civil Valley Electric Corporate Headquarters, Everett, WA Mr. Johnson managed site civil engineering and environmental review services for the new 32,000 square-foot headquarters of Valley Electric. The project involved determination of contributory flows to a regional detention pond in Mountain View Business Centre (also designed by Reid Middleton), design of the water and sanitary sewer systems, as well as design of the stormwater management system that features use of a StormFilter@ system for treatment of stormwater. Mr. Johnson also coordinated environmental review of the project in conjunction with environmental review of the binding site plan creating the project parcel, saving Valley Electric both time and money in permit processing. Food Services of America Distribution Warehouse, Everett, WA Development Services of America, the development arm of Services Group of America, asked Reid Middleton to provide site civil engineering services for this three-phase distribution warehouse complex. Reid Middleton also provided construction management assistance and survey services for construction of phase one of the facility. South Fairchild Industrial Park, Port Angeles, WA Performed the role of Reid Middleton Project Manager for a pre-engineering study of development of a proposed 113-acre industrial park. The Peninsula Development Association (PDA) is a coalition of economic development organizations representing north Olympic Peninsula interests. In an effort to refme infrastructure costs to develop the 113-acre South Fairchild Industrial Park located in west Port Angeles, the PDA retained Reid Middleton with proceeds from an EDA funded grant. Reid Middleton was responsible for determining projected demand for and pre-engineering of a water system, sanitary sewer system, power systems, teleconnnunications and cable systems, and a storm water management system. The assignment included modeling of the basin of a stream passing through the site to determine capacity of the stream to acconnnodate future development within the basin. Sawmill Cove Industrial Site, Sitka, AK The City and Borough of Sitka retained the Services of Reid Middleton to develop a master plan for redevelopment of the Alaska Pulp Corporation millsite at Sawmill Cove. Reid Middleton was asked to determine challenges for redevelopment of the approximate 90-acre site as an economic asset to the local economy, including: · Evaluation of existing utility and building infrastructure to determine potential for re-use, need for abandonment or demolition, and the cost for reconnnended upgrades, · Evaluation oflease terms with potential tenants, · Conceptual layouts of lease parcels, one to acconnnodate existing potential tenants and others to reflect speculative configurations, · Research, evaluation, and reconnnendation of a management structure for use by the City and Borough of Sitka in managing the site, · Preparation of conceptual utility layouts, including sizing of sewer and water mains and relocation of a package sanitary sewer treatment plant, and · Research of funding sources for required site improvements Clearidge Residential Subdivision, Anacortes, WA Designed and processed for approval this 200-10t subdivision on the west end of the City of Anacortes, Responsibilities included subdivision design, environmental documentation (including traffic impact study), and client representation before the City Planning Commission and City Council. Airport Properties Development Feasibility Study, Bellingham, WA Project manager for the Port of Bellingham to perform a study of the development feasibility of roughly 250 acres of undeveloped properties at the Bellingham International Airport. Reid Middleton responsibilities included 1) interpretation of a recently adopted comprehensive plan to more precisely determine land use designations on the site, 2) evaluation of the capability oflocal water and sewer purveyors to provide adequate service to the site, and 3) preparation of a schematic plan for future development of the property. Residential Site Development, Camano Island, WA Processed an aggregate total of approximately 200 residential lots through both formal and short subdivision processes. Tasks involved in processing included coordination of soils analysis for on-site sewage disposal, supervision of geotechnical subconsultants in preparation of studies of slope stability and water table levels, subdivision layout, coordination of surveying and civil engineering services, and representation before the Island County Planning Commission and Island County Commissioners. Satsop Development Park, Elma, WA Project Manager for master planning of redevelopment of the abandoned Satsop Nuclear Power Plant near Elma, Washington. Responsibilities include adaptation of existing infrastructure of the site for use as an industrial park and technical center. Tasks include working with other sub consultants to develop a business plan, land use master plan, and a 5-year capital facilities plan to guide future redevelopment of the site. BOMARC Business Park Binding Site Plan, Snohomish County Airport (Paine Field), Everett, WA Project manager for providing surveying and engineering services to Snohomish County in the design and preparation of the fIrst Binding Site Plan under the new Snohomish County Binding Site Plan Ordinance. Services provided include lot staking, lot and easement legal description preparation, and preparation of the Record of Survey as required by the new ordinance. Reid Middleton also prepared a Master Drainage Study and Plan which included the evaluation of existing and future site development, hydraulic analysis of existing storm systems, and the establishment of future regional and site-related stormwater detention volumes and water quality requirements. Community Transit Central Operating Base, Everett, WA Served as project manager on team responsible for the design of wetland mitigation plans and revision of storm water management facilities to accommodate the expansion of the Central Operating Base. Supervised preparation of wetland grading plans, storm drainage calculations, and storm system plans incorporating a large underground six-chamber detention wet-vault and a bioswale. Served as team point-of-contact with the Washington State Department of Fisheries in securing a Hydraulics Project Application approval as well as serving as engineering point-of-contact with the City of Everett Public Works Department Mountain View Business Centre, Everett, WA Project manager for redevelopment of the Rinker Materials quarry in southwest Everett. The quarry has provided aggregate materials for construction in Snohomish County for decades. Reaching the end of the useful life of the quarry, Rinker Materials retained Reid Middleton to look at development potential of the over 300- acre site "through the eyes of a potential purchaser". As subconsultant to Barnard Dunkelberg of Tulsa, Oklahoma, Reid Middleton's responsibilities included hydraulic modeling of natural and constructed surface water systems to determine impacts of future development at the airport, including potential industrial development and a substantial fIll in wetlands to extend the safety area at the south end of the main 9,OOO-foot runway that serves the Boeing Company and Tramco. Reid Middleton also provided alternative development options to examine issues of cost versus minimization of impact on wetlands, performed the topographic survey of delineated wetlands, prepared mapping showing wetland boundaries, and provided environmental documentation in support of agency submittals. Ebey Meadows, Snohomish County, WA Project manager for boundary survey and lot staking of 230-acre residential development, including supervision of survey calculations, preparation of maps, and quality assurance measures. Industrial Advancement Center, Snohomish County (Paine Field), WA Provided client and agency contact for approval of site civil plans. Managed topographic survey for project, which included complex mapping of existing on-site utilities, Assisted in preparation of water system, sanitary sewer system, and stormwater collection system. Kayak Point, Snohomish County, WA Coordinated design and land-use approval processing for 1,200 acres of phased residential development for the Atlantic Richfield Company.
