JEFFERSON COUNTY HEARING EXAMINER THE HONORABLE STEPHEN CASSEAUX PORT LUDLOW AND JEFFERSON COUNTY COMMERCIAL, ENVIRONMENTAL AND DEVELOPMENT ENTITIES SPENT YEARS OF DELIBERATIONS AT A COST WELL OVER A MILLION TO DEFINE THE DEVELOPMENT REGULATIONS FOR PORT LUDLOW AS THE SOLE MASTER PLANNED RESORT (MPR) IN JEFFERSON COUNTY. THE PROCESS INCLUDED A FORUM OF FORMAL MEDIATION SPONSORED BY THE JEFFERSON COUNTY BOARD OF COMMISSIONERS AND INCLUDED REPRESENTATION FROM THE ENTITIES CITED ABOVE. ONE IMPORTANT PART OF THE DISCUSSIONS, AND FOR INCLUSION IN THE REGULATIONS, WAS THE NECESSITY TO PROVIDE CERTAINTY TO THE COUNTY, TO THE COMMUNITY AND TO THE DEVELOPER ONCE THE DOCUMENTS WERE ADOPTED. PART OF THIS CERTAINTY WAS A PROCESS TO ALLOW FOR FLEXIBILITY WITHIN THE DEVELOPMENT STANDARDS TO REFLECT CHANGING CONDITIONS BUT "WITHOUT COMPROMISE TO THE PUBLIC BENEFIT" AND THE AGREED UPON RESIDENTIAL DEVELOPMENT CAP OF 2250 UNITS. DEVELOPMENT PLANNING ALSO IDENTIFIED THE NEED FOR FINANCIAL SUPPORT OF AMENITIES AND ACTIVITIES IN PORT LUDLOW, SUCH AS RETAIL, RESTAURANTS, AND RECREATION, AND THAT THIS SUPPORT MUST PARTIALLY COME FROM VISITORS TO THE COMMUNITY. THE TRENDWEST PROJECT IS THE BEST OPTION TO ALLOW PORT LUDLOW TO FUNCTION AS A RESORT COMMUNITY, BRING IN OUTSIDE FINANCIAL SUPPORT AND BENEFICIALL Y IMP ACT COUNTY REVENUES AS WELL. THE APPLICATION FROM PORT LUDLOW ASSOCIATES FOR TRENDWEST TO BUILD WITHIN THE MPR BOUNDARIES IS WELL WITHIN THE ANTICIPATED NEED FOR FLEXIBILITY OF DEVELOPMENT AS DEFINED IN THE REGULATIONS AND IS CONSISTENT WITH THE NATURE OF A MASTER PLANNED RESORT AND ITS CLIENTELE.
