As a professor of sociology at Washington State University, Jennifer Schwartz started to notice a pattern in her research. While urban area incarcerations in Washington are going down, the number of people imprisoned in rural areas is going up. “It wasn't the serious transgressions, or the serious criminals that are a danger to the community that kept coming back in," Schwartz said. The resolution formalizes the county’s commitment to reducing the number of people with mental illness held in Thurston County correctional facilities and furthers the county’s commitment to creating a healthy and safe community, according to a news release from the county. By being part of the initiative, Thurston County joins 13 other counties in Washington state and 563 counties nationwide in their effort to reduce the prevalence of serious mental illness in the justice system. It included proposals for operating, capital, and transportation expenditures. In short, the Governor’s proposed State Operating Budget spends roughly $70 billion over the next biennium, beginning July 1, 2023. That’s a 12% increase over the current $63 billion. Based on the latest revenue forecast, which projects continued growth that is likely to slow compared to recent years and facing the impacts of high inflation driving current and future costs, the budget seeks to address what Governor Inslee considers the state’s most pressing needs. Located north of Seattle, Island County includes Camano and Whidbey Islands, the latter being the largest island in the state. While Coupeville, located on Whidbey Island, is the historical county seat, Oak Harbor is the county’s largest town and hosts the county’s primary employer, the U.S. Naval Air Station. Because of its proximity to the robust job market located in Seattle and its surrounding cities, many residents of Island County commute to jobs outside of the county by ferry.
