SUBJECT: Department of Commerce 2024 and 2025 Consolidated Homeless
Grant (CHG)
STATEMENT OF ISSUE:
On or about January 23, 2023 the Department of Commerce (Commerce) will release applications for State
Fiscal Years 2024 and 2025 Consolidated Homeless Grant funds. Each grant cycle Commerce gives counties
the opportunity to administer these funds as lead grantee. The administration requirements are especially
onerous for these grants — the Commerce guidelines document is 62 pages long. Due to this, the County has
always opted out. In the County's absence, OlyCAP has applied and been awarded the grant since its
inception about 11 years ago.
Bayside Housing and Services has recently expressed interest in applying for the CHG grant. If both Bayside
and OlyCAP apply, Commerce will award the grant to the organization they determine is most qualified to
act as lead grantee. The role of lead grantee comes with the ability to make subgrants to qualifying
organizations in the County.
ANALYSIS:
Staff recommends that the County again opt out and let our interested local housing organizations apply
for the grant.
FISCAL IMPACT:
This request has no fiscal impact.
RECOMMENDATION:
That the Board discuss the grant and provide guidance to staff regarding whether to opt out or apply.
