I. Formation of Subcommittee. II. Outreach Subcommittee CHARTER The Role and Purpose of a Project Charter: • It is made at the very beginning of the project. • It is utilized as a thorough overview of the project, to give the proper plan and understanding of the whole project (e.g. purpose, objectives, goals, capacity). • To provide the reason for conducting the project. • Provides and highlights the scope of the project. • Project charter permits all parties involved to document major aspects of the project. • Charter outlines the decision-making procedure. • Charter often utilized as a communication tool. Purpose Statement of Outreach Committee From Matt Sircely: Here in Jefferson County, we have a very actively engaged public citizenry, and yet members of the public rarely use their opportunity to add their comments to the Planning Commission record. Members of the Planning Commission are willing to assist the Department in finding new pathways for engaging the public, utilizing both digital outreach formats and physically printed materials. Committee Objectives 1. Support stock plans initiative a. Be one of the committee’s outreach projects b. Find out what stock plans are appealing to community(ies)—Visual preference survey 2. Other outreach places for stock plans: a. *Housing Solutions Network (HSN) b. Olympic Community Action Programs (OlyCAP) c. Habitat for Humanity of E. Jefferson County d. Newspapers e. SCORE (small business mentors) *Eric Jones, HSN lead on stock plans—to meet with PC subcommittee AGENDA ITEM #8 Wednesday, January 4, 2023: Planning Commission Meeting Additional Stock Plan Notes: • Arlene Alan: Identified SCORE organization--older adults, retired individuals—might be interested in stock plans (executing stock plans). Brent is setting up a meeting with SCORE & Arlene. • BoCC will not allocate funding unless we identify individuals that want to use stock plans. Put the plans on web site and identify people who want it. • HSN selected four (4) plans from 160 from city of Seattle submittals. HSN has some other plans using local designers. 3. Planning Commission Web page a. Create a stronger, more visible presence b. More easily found, access included on DCD front page c. 4. List other objectives for Outreach Subcommittee 5. 6. Committee Prerequisites 1. New outreach projects to be nominated with DCD concurrence? 2. How often and how much work will be devoted to the web site? 3. How often, and in what format will subcommittee reports be given to full PC and DCD? Business demands 1. What is needed for the project? 2. What will be the chain of communication? 3. What conditions or circumstances will be created or monitored to determine scope of outreach strategies? Business case, including payback on assets 1. What are the benefits to be achieved? 2. Statements and constraints 1. There will be limited development support available from Jefferson County Information Services. 2. Outreach needs to comply with Open Public Meetings Act requirements.
