Joe Briggs, NACo West Region Representative, Commissioner, Cascade County, Montana NACo FINANCIAL SERVICES CORP (FSC) Professional Development Academy - Brandon Natsuhara * Professional Development Academy developed the NACo High Performance Leadership Academy (HPLA), an innovative, online 12-week program created to equip county professionals with practical leadership skills. The curriculum was created in partnership with Fortune 1000 executives, public sector leaders, world-renowned academics and thought leaders, including General Colin Powell and Dr. Marshall Goldsmith * NACo has established current strategic partnerships with 30+ state associations and the International City-County Management Association (ICMA) * The program has delivered training to 1,700 unique counties with 6,100 leaders enrolled. There have been 10,000 graduates across the public sector. * New programs in development with the Digital Transformation training and Data Analytics training Mental Health First Aid (MHFA) - Brandon Natsuhara * MHFA, a skills-based training administered by the National Council for Mental Wellbeing, teaches people how to identify, understand and respond to signs and symptoms of mental health and substance use challenges in their peers, friends and colleagues * The National Council-NACo partnership will support elected officials and county staff, who are asking for help with their own mental health and wellbeing * Created a framework for counties to destigmatize mental health and substance use issues as they provide community residents with more equitable access to quality mental health and substance use treatment services * Douglas County, NE has begun implementation to train their entire workforce through 2023 GOVERNMENT AFFAIRS Overview of the recently released final Waters of the US (WOTUS) Rule – Sarah Gimont * On December 30, 2022 the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers released their final Waters of the U.S. (WOTUS) Rule. WOTUS is a term used in the Clean Water Act and is critical for counties because it determines which waters are federally regulated and, in turn, the water infrastructure that requires a permit to maintain. * This is the first in a two-step rulemaking process in which the Biden administration aimed to codify pre-2015 WOTUS regulations. The second step will be to release a second WOTUS rule that will be updated to reflect the two agencies’ experience in implementing the first rule and additional stakeholder input. They intend to release this proposed second rule in November 2023. Local Assistance and Tribal Consistency Fund (LATCF) application deadline is January 31, 2023—Sarah Gimont * On September 29, the U.S. Department of the Treasury announced the release of Local Assistance and Tribal Consistency Fund (LATCF) payments to counties. The LATCF provides $1.5 billion in two equal payments of $750 million for FYs 2022 and 2023 to “eligible revenue sharing counties” under the American Rescue Plan Act (ARPA). NACo has worked with Congress and the administration since March 2021 to ensure the final distribution formula reflects the original intent of the LATCF to support counties with federal lands within their jurisdiction. * 2,086 counties nationwide are eligible for LATCF funding, but more than 800 have not applied yet. While the funds are targeted to public lands counties, many counties outside of the West with much smaller tracts of federal public lands who are eligible for funding are not aware of their eligibility. * ARPA states that LATCF funds are available “for any governmental purpose other than a lobbying activity.” These funds can be treated like general revenue funds or PILT payments. Examples of eligible uses include economic development, affordable housing, transportation infrastructure, and emergency services. They have the maximum flexibility in use. * The deadline to apply for LATCF funds is January 31, 2023 at 11:59 PM AKST. Any funds that are not distributed under the first round of payments due to a county’s decision not to apply will then be distributed in the next round of payments to the counties that applied. Key priorities in the FY 2023 omnibus – Sarah Gimont * On December 29, 2022, Congress passed and the president signed a $1.7 trillion (FY) 2023 omnibus appropriations bill to fund the federal government through September 30, 2023. The FY 2023 omnibus includes several key investments of importance to counties. These include, but are not limited to, full funding for the Payments in Lieu of Taxes (PILT) program and significantly invests in the RECOMPETE pilot program and technology hubs authorized by the bipartisan CHIPS and Science Act. Other provisions include additional funding for wildfire suppression and more flexibility for how counties can invest ARPA State and Local Fiscal Recovery Funds. NACo member will hear an update on key priorities included in the FY 2023 omnibus appropriations package. TECHNOLOGY Cyber Security in 2023 - Rita Reynolds * An overview of the current cyber landscape and the focus and resources that counties should be taking in the first half of 2023 will be covered.
