In 2015, a federal court found that DSHS took too long to provide these evaluations and services. As a result, the State was ordered to provide court-ordered competency evaluations within 14 days and competency restoration services within seven days of court orders. In addition to the required state-contracted outpatient competency restoration services, the State is now required to provide outpatient restoration services to Trueblood class members within seven days of a court order. These volunteers, deployed through local medical reserve corps programs, were critical in filling gaps in our public health capacity and response. In times of emergency and crisis, the medical response corps provides the ability to further protect Washingtonians’ health, safety, and lives. However, without a statewide corps, deployment of local corps volunteers is limited to areas that have local programs, leaving parts of our state with inadequate support in the event of a public health emergency response. Additionally, concurrent threats further stretch local programs. For example, in the last year, large parts of our state experienced weather events, such as extreme heat, flooding, and wildfires, simultaneously with the pandemic. Because of the public’s demand for renewable energy resources and the various laws requiring that only clean energy be used in Washington State (the Clean Energy Transformation Act, 2019), more renewable energy projects are being developed. The .09% rural sales tax credit extension, a major WSAC priority, was introduced as HB 1267 <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=750224589b&e=03d5c964a3> and will be heard in the House Committee on Local Government on January 24. We are hoping to get a Senate companion bill introduced soon. Read more <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=e00580cb97&e=03d5c964a3> Prevailing Wage, Apprenticeships, and Small Works Roster Changes ________________________________ <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=4fc1a5ab61&e=03d5c964a3> The first two weeks of session started fast with several bills proposing to change current public works procurement law being heard in committee. The most significant changes would include requiring the payment of the current prevailing wage on the date work is performed, adding apprenticeship requirements to qualify as a responsive bidder, and updating the Small Works Roster to allow direct contracting with certified small businesses for projects under $150,000. Our state has been a leader in recycling and ensuring aluminum cans, plastic bottles, junk mail, and other products get a second life in new products. This leads to less need for raw materials, reduce greenhouse gas emissions from extracting and transporting those materials, and fewer items in our garbage cans.
