Commerce just announced a grant program that may be of interest to you or an organization you know. The first of two pre-application conferences is coming up fast on January 27th. A
copy of the application packet is attached. Here’s a quick summary.
The program is called Solar plus Storage for Resilient Communities <https://www.commerce.wa.gov/contracting-with-commerce/grant-opportunity-solar-plus-storage-for-resilient-communities/>
. Track 1, the planning and pre-development grants, will fund all the preparatory work you’ll need to purchase and install a solar and battery back-up power system to support continuity
of operations during a disaster. The intent is to keep community buildings running so you can continue to provide essential services when the power goes out. This grant will fund identification,
feasibility studies, site design, interconnection applications, other planning and design work, community engagement and outreach for solar and storage deployment projects at eligible
community buildings. If you’ve been wondering if now is the time to pursue solar as part of your critical infrastructure backup strategy, this is the grant to help you figure out if
it’s practical and if so, what it would take to make it happen. This leaves you well-positioned then to pursue an implementation grant in the next funding cycle.
It’s worth taking a close look at the application requirements to be sure the level of effort seems appropriate. Commerce’s ETS grant application last fall was a doozey. Hopefully this
one is more reasonable in what it takes to submit a proposal for a planning level grant like this.
For those with suitable specs already in hand, this same program has a Track 2 that pays for the installation of solar-plus-battery storage systems including final design, purchase and
installation of equipment, commissioning, developing operational plans, training, and community outreach. Track 2 is a more rigorous application process than the Track 1 planning grant
but seems straight forward as long as your pre-construction work is complete.
Both Tracks place a priority on coordination with emergency management officials. Both Tracks emphasize rural and remote communities, equity, and collaboration across sectors. Resiliency
