RESOLUTION NO.
WHEREAS, the County Board of Commissioners, on February 21,2006, called for bids for
the above referenced project, and;
WHEREAS, due notice of the call for bids was given as required by law, and;
WHEREAS, nine (9) sealed bids were received and opened during public session for the
week of March 20,2006, per the attached bid tabulation, and;
WHEREAS, bids and contractors qualifications of the apparent low bidders were reviewed
and evaluated, and;
WHEREAS, interviews were held with the two lowest bidders to further evaluate their
qualifications, including those for historic preservation work, as summarized in the attached memo dated
AprilS, 2006, and;
WHEREAS, it is in the best interest of the people of Jefferson County to accept the lowest
bid from a contractor that is responsible, qualified and responsive, and has had previously demonstrated
experience with historic preservation work;
IT IS HEREBY RESOLVED, that the best, most responsible, and responsive bid was
submitted by Drury Construction Co. Inc., ofPoulsbo, W A; for the total bid including Base Bid and
Alternates #2 and #3, in the amount of$I,467,410.80 including WSST, subject to execution of the Contract
for Construction;
IT IS FURTHER RESOLVED, that the specifications and contract documents in their entirety
as included in the bid package, are part of this bid acceptance.

Subj: Review of Bids
Recommendation: The results of the interviews held 04/03/06 concluded that the low bid
contractor did not meet the minimum qualifications for the performance of this Clock Tower rehab
work. Further, this determination places the second low bidder as the lowest cost responsible,
qualified and responsive bidder. We hereby strongly recommend the award of the Contract for
Construction be made to Drury Construction Co. Inc. of Poulsbo, WA., subject to the execution of
the Contract for Construction.
General Project Description: This project is for the stabilization and conservation of the upper
portion of the Courthouse Clock Tower. Priorities for this work are upgrades to the structure,
weatherproofing, conservation of materials and clockworks. This project is considered phase one of
the rehabilitation of the Courthouse facility. A future phase is proposed to strengthen the lower part
of the Clock Tower in conjunction with the main part of the building.
Summary of the review process:
A. Bid Tabulation: See attached Bid Tabulation dated 04/04/06. Nine bids were received,
distributed above and below the Architects estimate. One bid was received two minutes late, but it
was not one of the low bidders. Washington State Sales Tax (WSST) was increased to 8.4% since
bids were received.
B. Additional Bid Information: The four low bidders were requested to submit additional
information per specifications, INSTRUCTIONS TO BIDDERS, Section 00100 Part Five, and Article
7.08. The three lowest bidders provided these materials, and were all responsive bidders.
c. Subcontractors: After review of qualifications and phone interviews, the contractor for
Center Coring was not approved. This was due to a lack of demonstrated experience for the work
involved. The two lowest bidders agreed to change this subcontractor to another that had
demonstrated experience and qualifications for this work, without a change in price. The third low
bidder proposed to carry out this work themselves, with the assistance of a consultant. This option
required further investigation.
D. Qualification Materials: All materials received were reviewed and evaluated. The
qualifications and experience of the two low bidders for historic preservation work was compared.
These materials are attached herewith.

E. Interviews: See attached Interview evaluation forms dated 04/03/06. These forms compare
the two apparent low bidders on the list of issues noted, pursuant to INSTRUCTIONS TO BIDDERS,
Section 00100 Part Five. The interviews were intended to be an impartial review, and I requested
the participation of Valerie Greene, Architectural Projects Coordinator, Jefferson County Public
Works, as a second opinion. The two reviewers drew the same conclusions. The results from the
evaluation forms are, in general, self explanatory, but the key issues are summarized as follows:
a. Company historic preservation experience:
i. Fischer General Contracting, Inc. noted very limited experience with historic
preservation or rehabilitation. Their referenced projects included the Jefferson
County remodel at Castle Hill Center (2005). Another project was work on the
Sequim Transit Facility, Sequim, WA, (2004), which resulted in the demolition
of the existing structure.
ii. Drury Construction Co. Inc listed renovation of the historical structure for
Seabeck Christian Conference Center - Phase IV, in Seabeck, WA (2002).
Also noted was the Washington Veterans Home, in Retsil, WA (2002),
including seismic upgrade. In addition, the rehabilitation of Winslow Corner,
on Bainbridge Island (2004). .
b. The historic experience of the Project Manager for the General Contractor:
i. Fischer General Contracting noted Jeff Granlee's experience on the Sequim
Transit Facility and the Castle Hill Center, both noted above.
ii. Drury Construction noted Rob Owen experience as the Renovation of the
historic courthouse in Medford, OR. Also, upgrades and repairs to historic
buildings at Bonneville Dam, OR. In addition, masonry rehabilitation at the
Veterans Hospital in Roseburg, OR.
c. The historic experience of the Project Superintendent for the General
Contractor:
i. Fischer General Contracting noted Ken Foss' experience as the Peninsula
Skills Center in Port Angeles, W A. Also the Jefferson County Fire District #e
on Cape George Rd. in Port Townsend
ii. Drury Construction noted Alex Olson's experience at the Retsil Veteran's
home seismic upgrade. Also noted in the interview was a project for Seattle
Steam on Western Ave. near Union St. in Seattle
d. Subcontractors: Both teams used most of the same subcontractors. Both intended
to self perform the finish carpentry, Drury was considered to have stronger
capabilities based on the interview response. Both teams had agreed to change their
Center Core subcontractor as noted above in (C.).
e. Key Skills for success in Historic Preservation: These criteria were based on key
construction phase goals that were questioned in the interviews. This focused on
problem solving abilities as expressed in quality, safety and protection of the existing
facility.
F. Findings: The review process including interviews showed that the low bid general
contractor was deficient in demonstrated historic preservation experience to be approved for a high
profile project such as the Clock Tower rehabilitation. The second low bidder had adequate
demonstrated qualifications to receive a recommendation to award, for the contract for construction.

Jeffrey M. Granlee - Project Superintendent
Jeff has been in the construction field for over 20 years, working his
way up from carpenter duties to project superintendent. Past projects
prior to joining Fischer General Contracting Inc include the new Central
Kitsap High School project and the Puget Sound Naval Shipyard job
order contracts. He was safety officer for Wick Construction from
1996 - 1997 and has been foreman/superintendent for Fischer General
Contracting Inc since August 1997.
Completed projects that Jeff has supervised include the Fire Station
#64 project in Chico, WA and a major interior remodel of Silverdale
State Bank, Silverdale, WA.
More recently Jeff has successfully supervised the Sequim Transit
Facility for Clallam Transit. This project was valued at over one million
dollars and was completed within the scheduled time period. He is
also just completing three projects in the Port Angeles - Port
Townsend area for a total value of $2,028,858.00.
Jeff is a graduate of the Context Associated Excellence series and
numerous AGC, STP and CTS courses.

Susan SKA Johnson - Vice President
Susan is responsible for the financial systems of the company. She has over 20 years
experience in all areas of general accounting, including extensive budgeting, fixed asset
and construction - in - progress skills. Prior to joining Fischer General Contracting, Inc.
she worked for a major wholesale chemical distributor and for an international
conglomerate of 10 companies, both based in Seattle. She has a Bachelor of Science
degree in Business Administration and is a graduate of the Context Associated

Kenneth S. Foss - Project Foreman
After his honorable discharge from the U.S. Navy, Ken completed his carpenter
apprenticeship and joined Fischer General Contracting, Inc. Ken has worked his way up
to Project Foreman, currently supervising the remodel of the main gate at the Naval
Undersea Warfare Center, Keyport; Remodel of the Windsong Apartments for Kitsap
County Consolidated Housing Authority and a sound barrier fence at Spectrum High
School for the North Kitsap School District. Ken is also a graduate of the Context
Associated Excellence Series as well as numerous AGC, STP and CTS courses.

on the production line. I became General Manager and a partner in 1999 and separated the window
division into a stand-alone company. I left that company accompanied by several employees in May

Complete rehabilitation of historical, turn-of-the-Century, wood frame building. All typical trades

The intent oftbis letter is to address my "Contractor Qualifications" for establishing that I am an
appropriate sub-contractor for your exciting project. I understand fully the concerns you have given
the specialization of historic window restoration and replication. I will address the main concerns
that I see separately.
As for my background, I began working at JohnsonIPO-cdm8ft~ a wood window manufacturer, in 1992
on the production line. I became General Manager and a partner in 1999 and separated the window
division into a stand-alone company. I left that company accompanied by several employees in May
of 2002. My intent was to create a company to compliment contractors such as you. Legacy
Renovation Products & Services has a sole focus ofbistoric application specialty contracting and
manufacturing. We have already been on numerous high impact, quality critical, historic application
projects as you will see listed later and remain steadfast in our goal to become the premier specialty
contractor or sub-contractor for historic projects in the state.
My experience and qualifications are noted above. Here are the summary resumes of my field and

part of my business plan for II years and often performs as superintendent in my stead.

Dear: Rob Owens,
Per your request I am submitting a bid for the repair of the Jefferson County Clock Tower
located in Pon Townsend. This clock was made by E Howard Clock Co. and is a single train,
4 dialed clock, circa t 892.
Scope of work: This proposal includes the following:
1. Removal of all gears and bushing from the frame of the clock. This will be accomplished prior to
suspending Ihe: cltx;k hou~illl:&.
2. Rebush all bushings within .004 of an inch tolerance true and polish all pivots.
3. Polish escape wheel and the entrance and exit side of the verge. Check pendulum
sl,lspen.o;il)n ~rrine for wear and replace ifnecell.ury.
4. Clean entire clock, remove excess grease and oil, lubricate after reassembly.
.5. Adjust clock timing, set in beat, adjust the warning lever so clock will count the
hours properly.
6. Adjust counter weight on dial anns after the restored dials and hands have been
replaced OT repaired.
7. Inspect weight lift cables and drive gears.
This bid does not include:
1. Suspension of clock housing.
2. Restomtion of dial and hands.
3. Rotation of bell or any work on clapper.
Quali fications:
1. Restored this clock in J,982 and instructed maintenance staff on proper maintenance procedures.
:2. R.estored the Howard, 2 train tower clock for the city of Tacoma and maintained it for over 10 years.
3. Have rebuilt and restored clocks for 25 years.
