HomeMy WebLinkAbout012423 RESPONSE_ yesterday's meeting Jan 23 Stroh floodDear Jennifer: I am writing to respond to your written comments. You asked why you weren't informed about the new flood plains, when all of our neighbors who had a mortgage (and banks) were informed? I’ll reach out to our FEMA representative and ask them what outreach was done, as FEMA is responsible for preparing the new maps and informing the public. Any local government effort is supplemental to their primary role. My preliminary research documents that flood outreach prior to the county’s adoption of the 2019 FEMA maps included this attached notice and public invitation, https://test.co.jefferson.wa.us/weblinkexternal/0/edo c/1410277/FEMA%20Map%20Revision%20and%20Your%20Property.pdf, in addition to the county’s public notices on May 1, and May 8, 2019. Recently, the Jefferson County Home Builders Association (JCHBA) included Homer Insurance and featured a topic on flood insurance. I’d recommend reaching out to (JCHBA) Lizanne Coker, JCHBA@live.com <mailto:JCHBA@live.com> , if you’d like to provide input into their upcoming Home Show program. They’ll likely host a session on insurance again during their March 4th Home Show. You also asked about options for letting others know if they are in a flood plain? I spoke with Assessor Chapman this morning, and learned that previously the Assessor’s Office issued statements with a postcard that didn’t have room for the type of notice you recommended. However, this year they sent letters, which he said could accommodate a notice such as the one you suggest: “YOU ARE NOW IN A FLOOD PLAIN. YOU SHOULD HIGHLY CONSIDER OBTAINING FLOOD INSURANCE.” Their next mailing will be in the fall of 2023, which is a good time to incorporate this information, as it takes 30 days for newly purchased flood insurance to become effective. If DCD has capacity, I’ll recommend to the BoCC that the County enroll in the Community Rating System in the 3rd quarter of this year, so that you and others can benefit by 4th quarter outreach through reduced flood insurance premiums. So long as we are fully compliant with National Flood Insurance Program floodplain management requirements, Jefferson County may apply to join the CRS. More information about the CRS program is attached. https://www.fema.gov/fact-sheet/community-rating-system-overview-and-participation Finally, I’ve done some research and learned that the e-mail that I thought was sent to your husband remained in my outbox unsent. My apologies – I didn’t double check until receiving your email. Warm regards, Brent Brent A. Do not open attachments or click on links if you are not expecting them. ________________________________ Good afternoon everyone; Thank you for the opportunity to bring our concerns to you today. From your answers, it is apparent that some of you did not hear or understand what we were saying and asking this morning. I have a feeling we will not be able to solve this problem together. Because we couldn't answer or ask questions or refute what you were saying, it was really frustrating to be a captive audience. We had to sit and listen to a lot of rhetoric from Ms. Dean and Mr. Butler about things that did not pertain at all to what we were asking. This is not about climate change or being a part of a government program, this is about someone doing the right thing and taking responsibility. By the way, Jefferson Emergency Services applied to the state to see if FEMA will intervene. We have been in contact with Keppie Keplinger, who is awesome by the way. But because we can't have a conversation at those meetings, we couldn't say that. Here was our concern: We want to know why we weren't informed about the new flood plains, when all of our neighbors who had a mortgage (and banks) were informed? Did I mention-NO ONE in our neighborhood had flood insurance until they were forced by their mortgage company? Yes I did. What about these options for letting others know if they are in a flood plain- 1. Obviously, the assessor's office knows where everyone lives. We get a postcard from them every year. Could there be a stamp on that that reads something like this? Bold and in red.             YOU ARE NOW IN A FLOOD PLAIN. YOU SHOULD HIGHLY             CONSIDER OBTAINING FLOOD INSURANCE 2. Or, on our taxes. There is certainly no problem getting that mail to us and making sure we have paid those. Same info stamped on that or on an additional paper. Not everyone reads the newspaper. You are not reaching very many people. And, may I add, we DO pay our taxes which pay for YOUR salary. We pay all of them. On time, but usually early. We are kind people, we follow the rules, we help our neighbors and others in need. And for that, we are being, I will use the word "dinged", but can think of other, more colorful words. We are also interested that Mr. Butler did not ask us for a quote for his article. He specifically asked Jeff for one in person when Jeff was in community development on January 13. I sent an email to Mr. Butler containing some information he asked for when he and Jeff met and I let him know that we would love to comment, but neither of us heard back. Since you are not taking any responsibility for this situation, where should we go next? We've given you some viable options, it would be helpful to have some from you.
