Draft guidance on "making adequate provisions" to accommodate all housing needs
House Bill 1220 (2021 legislative session) amended the Growth Management Act to specify how local governments should “make adequate provisions for existing and projected needs of all

Communities must now:
* Incorporate consideration for low, very low, extremely low, and moderate-income households;
* Document programs and actions needed to achieve housing availability including gaps in local funding, barriers such as development regulations, and other limitations;
* Consider housing locations in relation to employment location; and
* Consider the role of accessory dwelling units in meeting housing needs.

The “Making Adequate Provisions” draft guidance is the last component in a suite of guidance documents being developed to help communities as they implement the new housing element requirements
under HB 1220. Your comments are critical to finalize guidance over the next few months. Expected publication dates for final guidance materials and projected housing needs are as follows:

* Guidance to local jurisdictions for allocating projected county-wide housing needs
* Housing needs projection methodology and Housing for All Planning Tool (HAPT) with housing need numbers
* Guidance for updating your housing element with HB 1220 requirements – APRIL 2023
* Updated housing element requirements
* Guidance for evaluating land capacity to accommodate all housing needs
* Guidance for making adequate provisions to accommodate all housing needs
* Guidance to address racially disparate impacts – FEBRUARY 2023
