Land Conservation Community Celebrates Passage of the Charitable Conservation Easement Program Integrity Act by U.S. Congress In December 2022, following years of activism by the land trust movement and conservation allies on Capitol Hill and around the nation, the United States Congress passed the Charitable Conservation Easement Program Integrity Act as part of its year-end spending bill. “It’s a really exciting moment,” says Richard Tucker, Executive Director of Jefferson Land Trust. “It shows we have the power to address some of the challenges that face us by mobilizing and making our voices heard. We saw land trusts around the country stand up together and say, ‘We need to fix this.’ And Congress listened.” This bipartisan legislation is designed to halt the abuse of conservation easement donations by closing loopholes in their regulation that have been exploited by some bad actors for substantial personal gain. <https://saveland.us4.list-manage.com/track/click?u=25cbb92181e6db1730fe5fb21&id=0680a42e70&e=49e2085cc8> “Because the abuse was so egregious, there was a risk that the tax deduction would have been done away with altogether,” Richard explains. “That would have been devastating to our mission, because so many of our land protection projects here in Jefferson County have been made possible through donations and bargain sales of conservation easements.” By passing the Charitable Conservation Easement Program Integrity Act, Congress has helped to ensure that this abuse finally ends — without removing this tax incentive for landowners who use it honestly to protect land for the benefit of future generations. Olympic Wildland Burial Grounds Seeks Land for Natural Burial Options <https://saveland.us4.list-manage.com/track/click?u=25cbb92181e6db1730fe5fb21&id=2734bb21b5&e=49e2085cc8> Summer sunlight filtering through maple leaves on a Land Trust preserve. Creating a conservation burial program that offers local natural burial options, while also supporting land conservation and restoration, is something the Land Trust has been focused on for a number of years. In 2021, after investigating such programs and gauging local interest, the Land Trust’s Board of Directors granted approval to move forward in creating such a program. In late 2022, the Olympic Wildland Burial Grounds LLC, a wholly owned subsidiary of the Land Trust, was formed with its own Board of Managers to focus on building and managing the program, which will eventually offer two natural burial options — a wildland cemetery and a memorial forest. Olympic Wildland Burial Grounds (OWBG) Board of Managers is currently searching for property suitable for wildland cemetery and memorial forest services on the same plot of land. We’d love to hear from you if you know of available property that has 10 or more acres, is zoned Rural Residential, and has open space with a meadow or clearcut area. Please contact info@saveland.org <mailto:info@saveland.org?subject=Conservation%20Burial%20Grounds%20Property> to share any property leads or information. Once OWBG is able to acquire the appropriate land, the organization will need to work with local and state officials to address zoning and permitting requirements. This past summer, the Jamestown S’Klallam Tribe approached the North Olympic Salmon Coalition (NOSC) to assist in revegetating the site of a newly constructed side channel on the Dungeness River a short distance upstream of Highway 101. The Caldero side channel project creates nearly 1,000 feet of off-channel habitat for both spawning adult salmon and rearing juveniles. For the next step in restoration, NOSC is enlisting the help of volunteers to help plant thousands of native plants. Volunteers will also enjoy snacks and a site tour. NOSC will be hosting several planting events this winter and spring; stay informed about upcoming planting dates in this newsletter or on NOSC’s website <https://saveland.us4.list-manage.com/track/cl ick?u=25cbb92181e6db1730fe5fb21&id=1dee10b65a&e=49e2085cc8> . In the ‘cathedral’ of the park space you can walk comfortably and safely far apart without masks, or as you choose. The walk follows paths linking the woods and meadows in the park. Several times you will pause to listen to a nature poem, sit in silence, or follow a bit of guided meditation led by Ellen Falconer, mindfulness teacher. The program will showcase NOSC's upcoming river restoration work on the Olympic Peninsula. The solutions to repairing these reaches will serve as a jumping off point to begin to explore stream evolution, just what happened to the reaches, why they evolved to look the way they do now, and how they can be restored to some of their previous glory to the benefit of fish, wildlife and people. At NOSC, Kevin is responsible for the project development, permitting, implementation, and contracting required to implement NOSC’s large scale salmon habitat restoration projects. He thinks of himself as an interpreter between the ecosystems NOSC is restoring and the stakeholders, funders, designers, regulatory agencies, and construction contractors involved in getting restoration projects on the ground. The Future of Oceans lecture series draws on the commitment of professional researchers and educators across all academic spectrums to help define and inspire the health of our oceans. There is no cost to attend; assisted listening devices will be available.
