Fire Department Tax Levy Lid Lift

The Village Council’s Board of Directors supports Propositions 1 & 2 on this February’s ballot for a Tax Levy Lid Lift to enable East Jefferson Fire Rescue to maintain the high quality
of service provided to the Port Ludlow community.
All Washington fire districts are constrained by state law to a 1% revenue increase cap each year. Regardless of how assessed values change or what needs a district may have, they cannot
increase revenue by more than 1% above the previous year. It is only through a Lid Lift passed by the voters that a fire district can increase property tax revenue by more than 1%;
even then, the Lid Lift maximum is $1.50 per $1,000 of assessed valuation for fire services and $.50 for emergency medical services.
The current request is to take East Jefferson Fire Rescue from its current levy of $0.85 per $1,000 of assessed property value to $1.30 for fire services (Proposition 1) and to restore
the EMS levy back to the $0.50 maximum from its current levy rate of $0.36 (Proposition 2). A Port Ludlow property with an assessed value of $500,000 would have its taxes increased
by $295.00 annually, or about $24.58 a month.
Why is this needed and supported by the Village Council? East Jefferson Fire Rescue last held a Lid Lift in 2007 and Port Ludlow Fire & Rescue last lifted theirs in 2011. What has happened
since for the need to go back to the voters:
* Requests for services (75% medical) have increased 46% from 4,300 calls to 6,268/year
* Expenses to provide those services have increased 92% from $7.2M to $13.8M/year
* Inflation has increased fire district costs with the Consumer Price Index increasing 27%
* Staffing has increased 33% from 48 to 64 Full Time Equivalent firefighters
The Council believes the Port Ludlow community relies on the valuable and professional services of East Jefferson Fire Rescue. Accordingly, the Village Council Board of Directors supports
the Tax Levy Lid Lift and strongly encourages you to return your ballot as soon as possible.
