This will serve as access for future residential development. The driveway will be constructed through a Category III wetland (Wetland A) and a 110-foot wetland buffer. Four wetlands were identified on the property. The proposed driveway will bisect the wetland at the least impactful location. The proposal is to place 285 square feet of fill in the narrowest portion of the wetland and 3,016 square feet of the buffer. Two culverts are proposed to allow for hydrologic connectivity post construction. The applicant submitted a Wetland Mitigation Plan that includes 570 square feet of wetland creation adjacent to Wetland A and 5,600 square feet of buffer mitigation. Washington State Department of Ecology issued an Administrative Order number 21171 on May
26, 2022. This proposal is subject to review under the State Environmental Policy Act (SEPA). COMMENT PERIOD AND WHERE TO VIEW DOCUMENTS: The application and any studies may be reviewed at the Jefferson County Department of Community Development. All interested persons are invited to (a) comment on the application; (b) receive notice of and participate in any hearings; and (c) receive a copy of the decision by submitting such written comment(s)/request(s) to project planner Jenny Murphy or by email or mail to the Jefferson County Department of Community Development, Development Review Division, 621 Sheridan Street, Port Townsend, WA 98368, (360) 379-4463. Comments concerning this application should be submitted to the Department by 4:30 p.m. on January 4, 2023. If the last day of the comment period falls on a weekend or holiday, then the comment period shall be extended to the first working day after the weekend or holiday. Comments submitted after this date may not be considered in the staff report. SEPA ENVIRONMENTAL REVIEW: The optional DNS process of WAC 197-11-355 is being used. This may be the only opportunity to comment on the environmental impacts of the proposal. DCD has reviewed the proposed project for probable adverse environmental impacts and expects to issue a DNS for this proposal. This determination is based upon a review of the SEPA Checklist, project submissions, and other available information. Additional conditions or mitigation measures may be required under SEPA. POSTING INSTRUCTIONS
Please post the attached notice on a 2-foot by 3-foot board provided by this department in a
conspicuous location visible to vehicle traffic and pedestrians on or reasonably near the
proposed development by 12/21/2022.
The clear adhesive paper can be put over the notice after you mount it to protect it from the elements.
Additional notice boards may be required where the site does not abut a public road, for a large site
that abuts more than one (1) public road, or the Administrator determines that additional notice boards are necessary to provide adequate public notice.
Notice boards shall be maintained in good and legible condition by the applicant during the notice
period, be in place at least fifteen (15) calendar days prior to the date of the hearing, and be
removed within fifteen (15) calendar days after the end of the notice period.
Complete the affidavit, have it notarized, and return it to this office within three (3) days of posting. If the affidavit is not filed as required, any scheduled hearing or date by which the public may comment on the application will be postponed in order to allow compliance with this notice requirement.
