We discussed their ideas for theTask Force membership, as well as the application process being developed for candidate trails. Anyone can request a trail be considered for designation as a Scenic Bikeway. The Task Force representatives which will review these requests should represent a wide region of bike groups, so the idea is that a Western representative would represent the Olympic Peninsula as well as Island, Whatcom, and other counties. One of the sticky parts of this process, totally missed by most with the 2020 authorizing legislation, is that it instructs State Parks to evaluate potential e-bike use on a candidate trail, and if they say it meets their criteria, then State Parks will say the trail is open to e-bikes. This language is now law (RCW 79A.05.800 8(d)). Even if one agrees to their designation, it brings up how jurisdictional issues will be handled. Does State Parks have any say over ODT management? Can the managing entity oppose Scenic Bikeway designation based on the fact State Parks will have some control in this? Is it fair to other user groups that the Scenic Bikeway designation is being made without their input even though it will result in a different designated use for the trail? All of this will need to be figured out. I’m not really wanting to be on the Task Force, but I did think of the PTC folks. Anyway, I’m meeting with the new SP employee spearheading this Bry Osmonson next week (as well as Lisa Anderson) in Tumwater (I’m in Olympia with the County agencies). I guess Bry worked for a Public Works department in the past. Again, at this point, they are discussing how they should recruit for the Task Force, that will develop the program so this is very much the conceptual stage.
