Help Protect Endangered Salmon this Legislative Session!
Our salmon and orca populations are on the brink of extinction. Still, Legislators are proposing a bill, SB 5517, that would weaken instream flow protections for salmon.

Dear John,
Over the past 50 years, the State Department of Ecology has established legal protection for “instream flows” necessary for threatened and endangered salmon. These rules around "instream
flows" protect the level of water in individual streams across the state - which is absolutely critical for salmon survival. Unfortunately, instream flows are increasingly threatened
by climate change and drought.
We experienced historically low flows on the west side of the state in 2022 and endangered salmon suffered the consequences. Without adequate water, fish are unable to get upstream and
face increased water temperature, which causes mortality.
Currently, when farmers, businesses, or cities and towns apply for new water rights, they must make up for water they take out of the stream by adding an equivalent amount back in. SB
5177 would not require that the same amount of water be retained in the stream - and it would allow water to be replaced on a different stream, or at a different time of year, ignoring
the resulting harm to flows and salmon.

Proponents argue that this change is necessary to accommodate more growth. We disagree. States like Nevada and California are pursuing comprehensive water conservation programs to accommodate
growing populations. Washington should follow the same path and strengthen water conservation requirements from all sectors. With smart management of water, we can protect salmon and
accommodate a growing population.
SB 5517 is scheduled for a hearing in the Senate Agriculture and Natural Resource Committee on Monday, February 6th.We need to protect salmon by stopping this bill from advancing.
Take action and tell your legislators:
Vote NO on SB 5517.
Protect instream flows and endangered salmon.
