Introduction
A Levell Wetland Assessment was conducted on August 16.2005 for Harriette Buckm.arul to
evaluate a potential building envelope on two of the seven parcels within the 1.08-acre site
(parcels 950100908 and 950 100910, Lot 7 and the southeastem portion of Lot 6), The potential
building location would be in the open field near intersection of South Point Road and South
Beach Drive_ Single-family watcrfront homes along Hood Canal are located directly across
South Beach Drive, This parcel is within the development known a.~ Trail End Estates and is

Extensive wetlands are located on the rcmainder of the subject parcel. A revegetation project
I was conducted in 1998 to mitigate the impacts of filling the wetland on Lot 5 and the northern
half of Lot 6. The wetland was filled in 1997 and returned to original elevations and revegetatcd
through a mitigation project. Monitoring for 5 years showed this revegetation project was very
successful and met all performance standards (Monitoring Report, South Point Wetland
Revegetation, Final Report June 2002. Olympic Wetland Resources. Inc.).
Fieldwork to detennine the wetland boundaries was conducted according to the methodology
outlined in the Washington State Wetland Identification and Delineation Manual (Department of
Ecology #96-94) and Jefferson County Unitied Development Code (UDC) dated January 1,2001.
Land use restrictions will apply to all future developments associated with this parcel.

Findings and Recommendations
The proposed area for a building envelope is outside the wetland; neither wetland soils nor a
dominance ofwetIand vegetation were identified within the southeastern comer of Lot 6 and 7.
Soil test pit') excavated on site appear to be fill, consisting of rock, gravel, and sand. Soils are
mapped as Coastal Beaches Co (Jefferson Soil Survey Page 62). Although the exact wetland
edge was not delineated or the wetland formally classified, it will mostly likely qualify a
Category II wetland duc to size, associated high quality habitat, and association with Hood Canal.
Category II wetlands are assigned 100-foot buffers when delineated. The buffer currently
encompasses all potential building areas. To create a huilding envelope, reduced and altered
buffers will be necessary.
It is appropriate to build a single-family residence within this developed residential community
only if carefully designed for low impacts to the surrounding critical areas. Low impacts include
a smaller footprint (a two story building), special attention to stormwater runoff from impervious
surfaces, and careful construction procedures.
It is recommended that an enhancement plan be included with a building permit a.~ part of the
buffer reduction plan. Enhancements to this wetland include planting a diversity of native trees
and shrubs appropriate to the site between the homesite and the wetland. A list of a.ppropriate
native species is included with this report. A findings map from this Levell Assessment has
been prepared to show approximate locations of wetlands, butTers, potential enhancement areas,
and the potential building envelope loca.tion.
During and after the construction process Best Management Practices should be implemented as
outlined below:

Conservation Practices
1. Avoid or control soil loss and protect water quality from degradation caused by nutrients,
animal waste, tox.ins, and sediment; and
2, Avoid or minimize adverse impacts to surface water and ground water flow, and
circulation patterns; and
3. A void or control the movement of sediment and erosion control caused by land alteration
activities; and
4. A void Or minimize adverse impacts to the chemical, physical, and biological
characteristics of critical areas.
BMP's are those practices as defined by the State of Washington Department of Agriculture, State of
Washington Department of Ecology, Slate of Washington Department ofFish and Wildlife, Jefferson County
conservation district, and other professional organizations,

The remaining parcels have the opportunity for conservation easements due to the proximity to
Hood Canal. Although therc is not a direct overland link, this wctland is important tor the
filtration of upslope storm water runoff before it enters Hood Canal. Ihc wetland has important
habitat functions and value as open space that should be protected into perpetuity.
