Joint Special Meeting — January 25, 2023, 5:30 p.m.
Jefferson County Board of County Commissioners and
Jefferson County Planning Commission
Hybrid Meeting: Virtual and in -person at 10 West Valley Road, Chimacum, WA 98325
CALL TO ORDER: Chair Greg Brotherton called the Board of County Commissioners meeting to
order in the presence of Commissioner Heidi Eisenhour and Commissioner Kate Dean. Planning
Commission Chair Richard Hull called the Planning Commission meeting to order, followed by
introductions. The following individuals were present for the Joint Special Meeting:
Jefferson County:
Chair Greg Brotherton, Commissioner Kate Dean, Commissioner Heidi Eisenhour, County
Administrator Mark McCauley, Clerk of the Board Carolyn Gallaway, Director of Community
Development (DCD) Director Brent Butler, DCD Assistant Director Josh Peters, Associate Planner Joel
Peters, and Permit Technician Auburn Lovett.
Planning Commission:
Chair Richard Hull, Kevin Coker, Michael Nilssen, Lorna Smith, LD Richert, Arlene Alen, Cynthia
Koan, and Matt Sircely.
PUBLIC COMMENTS: Co -Chair Richard Hull called for public comments. No comments were
received.
PLANNING COMMISSION UPDATES: Not discussed.
DEPARTMENT OF COMMUNITY DEVELOPMENT (DCD) DIRECTOR AND STAFF
UPDATES: DCD Director Brent Butler stated that DCD is pleased that the Jefferson County
Commissioners and the Planning Commission are holding this joint session. Associate Planner Joel
Peterson introduced Auburn Lovett as the person who will be the Planning Commission assistant at
DCD. Co -Chair Brotherton thanked the Planning Commission for their work.
DISCUSSION WITH BOARD OF COUNTY COMMISSIONERS AND PLANNING
COMMISSION: Jefferson County Board of Commissioners, Planning Commission members and staff
listened to and held discussion on the following topics:
• Introduction by Planning Commission Chair Richard Hull
• Summary of 2022 Annual Report by DCD Associate Planner Joel Peterson
• Discussion re: Planning Commission Prioritization Work for 2023
• Introduction of Outreach Subcommittee by Planning Commission Member Arlene Alen; and one
comment from the public received during discussion
Commissioners Meeting Minutes of January 25, 2022
Presentations by Planning Commission members:
o General Forest Practices; Lorna Smith
o Perspective on Housing; Kevin Coker
o Perspective on Housing; Matt Sircely
Discussion re: Characterizing the Relationship between the Jefferson County Planning
Commission and the Board of County Commissioners: The Commissioners heard from the
Planning Commission members who requested longer deadlines when being tasked with a duty.
They also stated they appreciate the stipend they now receive for their work on the Planning
Commission. Both boards agreed to discuss holding annual joint meetings in the future.
Closing remarks
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the Commissioners' Special Meeting at
7:32 p.m. until the next regular meeting or special meeting as properly noticed. Co -Chair Hull adjourned
the Planning Commission Special Meeting at 7:32 p.m.
