Every two years, Commerce offers the Consolidated Homeless Grant (CHG) to your county government. State law gives them the “right of first refusal” to administer the grant. Local governments in the following counties have “opted out” of the CHG grant: Asotin, Clallam, Columbia, Ferry, Garfield, Jefferson, Kittitas, Klickitat, Lincoln, Okanogan, Pend Oreille, San Juan, Skamania, Stevens, and Whitman. The grant opportunity is now available to all eligible service providers in those counties who have at least 5 years of experience administering local or state funding to operate homelessness assistance programs. State law defines eligibility as: Non-profits, housing authorities and Washington State federally recognized Indian tribes. The CHG provides resources to fund homeless crisis response systems to support communities in ending homelessness. Homeless crisis response systems respond to the immediacy and urgency of homelessness and make sure that everyone has a safe and appropriate place to live. The vision, principles and goals set forth in the State Homeless Strategic Plan <https://www.commerce.wa.gov/ser ving-communities/homelessness/state-strategic-plan-annual-report-and-audits/> guide the management and implementation of the CHG. Attached to this email you will find the CHG Competitive Application for the July 1, 2023 – June 30, 2025. Responses are due to Commerce by March 27, 2023 by 5pm PST. I have sent this application to the current CHG grantee in your county, but please feel free to share with your network. In addition to the application, there are two attachments: 1. Draft CHG Guidelines for the July 1, 2023 – June 30, 2025 grant cycle. 2. CHG Guidelines change document summarizing changes between the current guidelines and the updated version. Commerce has provided a funding estimate in the application on the “Estimated Award Chart” tab. The current Washington State legislative session is scheduled to adjourn in late April. We will know more about the final CHG budget after the state 2023-2025 budget is enacted. Commerce will release an updated award chart and budget forms to successful CHG Competitive Applicants in late spring so grants can be executed by July 1.
