HomeMy WebLinkAboutPort Townsend Pump Track- large equipment operator labor- $46,250Port Townsend Pump Track- Fiscally sponsored by The Recyclery 501c3 Our community organization is requesting the amount of $46,250 dollars from the ARPA funds Jefferson County has put out for RFP from local groups. The $46,250 will be used by our organization for large equipment operator labor for the proposed Port Townsend Pump Track at the Jefferson County Fairgrounds. The $46,250 would give this group a giant head start in fundraising and allow us to focus efforts on other “in kind” donations. The costs fall under “Construction costs” in the attached budget, with a more detailed construction line item cost at the bottom of the budget sheet. The $46,250 is based on preliminary estimates provided from non profit pump track builder, Evergreen Mountain Bike Alliance. Our group plans to work with Evergreen MBA to do the design and build of the pump track. Evergreen is the largest non profit bike group in Washington state and is responsible for multiple pump tracks and trail systems throughout the state. Evergreen MBA uses local labor for much of their construction and with these funds would continue to utilize our local labor groups here in Port Townsend for the construction of the pump track. The Port Townsend Pump Track group has a Board of Directors, plus more than a dozen community members that include architects, builders, and parents who all want to see more youth activities in our community. The group is organized similar to the JUMP movement playground organization that received county funds for the universal park at HJ Carroll. The request from Port Townsend Pump Track, falls under the guidelines of the RFP as a public benefit ( with some economic development as well). A pump track will provide youth and families of our area with an incredible outdoor recreation activity. Pump tracks are a truly multigenerational experience due to the low impact on developing and aging joints. Rarely do facilities like skate parks appeal to a wide audience, whereas a pump track sees multiple generations in the same family come together in a safe and secure way to recreate together. Pump tracks are built to have a 30 year lifespan with minimal maintenance. Numerous bike groups throughout the Pacific Northwest have been created using a pump track as a central meeting area for their groups and events. The local community is already brainstorming potential events that would center around this facility and potentially link up with other pump track communities. Recreational activities for kids have been so greatly impacted in the last few years. The pool and various other activities have not truly returned post covid. A new pump track would more than just move the needle for youth recreation it would be a giant step. In terms of economic benefit, we can look at the recently installed pump track in Port Angeles. Data collected at the track shows that twenty percent of those visiting come to Port Angeles specifically for the pump track. Installing the pump track could also be a way to increase the use of the fairground’s declining campground numbers. By adding an amenity on site, you can increase the draw for families to choose specifically to camp at the Fairgrounds versus other potential sites. This competitive edge potentially expands the revenue needed by the fairgrounds. Besides the increased tourism and campground usage, the track will also serve as a hub for local families to gather while their children, spouses and parents enjoy the track. I encourage the readers of this request to visit the Port Angeles pump track and see for yourselves what is happening there. You will see dozens of youth (and adults) using the track while multiple families have blankets laid out around the perimeter of the track, enjoying each other's company. The track is tentatively planned at the fairground in the area just east of the “Tough Truck” course of the fairgrounds. That area is not currently being used by any groups at the fairgrounds, however we would expect that there would be year round use of the track, making it an excellent use of space for our community. This group has done its due diligence by holding a customer assistance meeting with the city of Port Townsend in order to provide guidance on permit requirements. The pump track fits under the zoning for the fairgrounds. Requirements will be simply a grading permit and a minor stormwater plan. The final plan of the pump track must then be approved by the Fairground Association Board of Directors. Our group has been in frequent contact with their board to keep them up to date on the status of our plans. This group is formally fiscally sponsored by the Recyclery. Our plan is to ramp up fundraising during the planning and permitting phase. Multiple organizations have given verbal commitments of “in kind” donations but need to see final pump track design first. We are holding our first fundraiser this February and are submitting for state funds through Rep. Tharinger’s office for this biennium state budget. The group can request up to 25% of total costs through that request. In addition, our group is applying for local business grants and bike manufacturers’ foundation funds.
