HomeMy WebLinkAboutShine Area Residents re Improve the Safety of Shine Road and Hicks County Park - $100,000Feb 4, 2023 To: Jefferson County Board of County Commissioners (BCC) From: Shine Area Residents Reference: PT Leader article 1/25/2023 Jefferson County issues last call for ARPA funding This letter is our neighborhood response to the BCCs request for proposals for ARPA (American Rescue Plan Act) funding to provide public benefits for our Shine area residents. We have 5 separate but related proposals all with the intent to improve the safety of our Shine area roads and restore the functional use of the majority of our Park beach. Projects 1 thru 5 are described below for your consideration and approval: ЊΜ tƩƚƆĻĭƷʹ Repairing the bulkhead/shore armoring at the slide area around 821 Shine Rd .ğĭƉŭƩƚǒƓķʹ FEMA funds have been approved to move Shine Road North about 10 but the approved FEMA funding does *not* include funds to repair the existing bulkhead below these slide areas which means the erosion and sliding will continue with each high tide, heavy rains and storms in the future. The shoreline armory bulkhead was installed many years ago and in places has been torn apart during our storm events. This armoring serves as the foundation for Shine Road and without a solid foundation its only a matter of time before we lose the road again. tƩƚƦƚƭğƌʹ We are requesting the BCC make use of a portion of these ARPA funds to enable the JeffCo Public Works to work with appropriate agencies to repair the shoreline armoring/bulkhead below these slide areas around 821 Shine Road. Pictures attempting to show the slide areas and associated bulkhead decay/destruction: ЋΜ tƩƚƆĻĭƷʹ Installing/adding bulkhead/shore armoring under the slide area at 411 Shine Rd .ğĭƉŭƩƚǒƓķʹ In the past year the slide area around 411 Shine Rd has gotten considerably worse and very close to Shine Rd with a vertical 20. There is currently no shoreline armoring along this 150 section of the beach. A few years ago, a nice fir at this location was undercut and went down taking a bunch of this bank with it. Now without the tree helping to protect this bank we continue to lose more of the bank each year. This slide area is now a significant safety hazard with a 20 only about 2 from the edge of the Shine Rd pavement. In the last couple of weeks JeffCo Public Works put up a barricade to help keep cars, people and pets from falling. Without shoreline armoring below this section is bound to quickly erode and take Shine Rd with it. Adding some simple shoreline armoring now will save big repairs to Shine Rd later if the erosion is allowed to continue and take out Shine Rd. tƩƚƦƚƭğƌʹ We are requesting the BCC make use of a portion of these ARPA funds to enable the JeffCo Public Works to work with appropriate agencies to add/install appropriate shoreline armoring/bulkhead below this slide area around 411 Shine Road. This section of unarmored beach is about 150 feet. Pictures attempting to show the 411 Shine Rd slide area and absense of shoreline armoring below 3) tƩƚƆĻĭƷʹ aƚǝĻ Ņƚŭ ƌźƓĻƭ ƚƓ {ŷźƓĻ wķ Restriping Shine Road to move the fog lines in toward the center of the road as much as possible to make Shine Rd appear closer to a single lane road. We believe this will have the psychological effect of making Shine Rd appear narrower with the purpose to slow non-resident traffic down. .ğĭƉŭƩƚǒƓķʹ Shine Road has a very high volume of pedestrian traffic with no shoulder or sidewalks so walkers must walk on the narrow single lane road with 2-way traffic. Reducing posted speed from 35 to 25 has not worked and occasional law enforcement monitoring is not durable after law enforcement leaves. At the posted 25mph speed all is usually well with residents but when the Hood Canal bridge closes and Google navigation reroutes backed up SR104 traffic along Shine Rd and non-resident travelers think its fair game to rush around the backup at speeds well over the 25mph limit and they are unaware of the heavy pedestrian usage. tƩƚƦƚƭğƌʹ Enable JeffCo Public Works restripe Shine Road to bring the fog lines in toward the center as much as possible to make Shine Rd appear as a single lane road. We do not have a budget figure for this project yet but we expect it to be relatively low and Public Works currently restripes the road approx. once per year in the course of normal road maintenance so the delta cost for this proposal may be very low. The costs would be stripping and the installation of approximately 8 signs indicating 2-way traffic, 4 in each direction along the length of Shine Road (sign example pictured below). We are requesting this restriping and additional signage to be ĭƚƒƦƌĻƷĻķ Ʒŷźƭ ƭƦƩźƓŭ ΛЋЉЋЌΜ ĬĻŅƚƩĻ ƷŷĻ ƩƚǒƓķğĬƚǒƷ construction starts at SR104/Shine/Paradise Bay rd. 9ǣğƒƦƌĻʹ Hancock St. north of W. Sims Way in Port Townsend - dashed fog lines have been moved in from the edge of the road 4) tƩƚƆĻĭƷʹ Working with WA state DOT to get left turn lanes or roundabout at the intersection of SR104/Shine Rd/Teal Lake Rd. .ğĭƉŭƩƚǒƓķʹ According to the WSP online accident database there have been 40 accidents at this intersection since 2014 with 2 fatalities and 4 serious injuries. Most of these accidents occur as the driver attempts to make a left turn either onto SR104 or off of SR104 and onto either Teal Lake Rd or Shine Rd. The dynamics of this intersection are brutal with the cars coming at 60mph from around the corner on SR104 which is only a very short distance East from this intersection, there is essentially no room for error. Here is a summary of accidents at the SR104/Teal Lake/Shine intersection since 2014ʹ tƩƚƦƚƭğƌʹ BCC utilize ARPA funding to enable appropriate county resources to work cooperatively with and apply constant steady pressure on applicable state departments and their personnel to design, engineer and implement changes to SR104 to improve the safety and ease-of-use of this intersection. We defer to the expertise and judgement of the highway designers to arrive at the best solution for this intersection and we request that they consider the following alternatives: a. At a minimum, add 2 left turn lanes 1) East bound SR104 turning left onto Teal Lake rd 2) West bound SR104 turning left onto Shine Rd b. A continuous left turn lane in the middle of SR104 around this intersection so that all left turns could use this center lane. - Turning left off of East bound SR104 onto Teal Lake - Turning left off of West bound SR104 onto Shine Rd - Turning left from Shine Rd onto West bound SR104 - Turning left from Teal Lake Rd on to East bound SR104 c. A roundabout, like the other 2 roundabouts WA DOT is installing nearby (SR104/Hwy19 and SR104/Paradise/Shine) this summer would also be a good option and consistent with these other 2 intersections close by. This proposal request is to implement changes to SR104 to dramatically reduce the accidents at this intersection and make the intersection easy for drivers to use. The budget $$ for this request are for county resources required to get the state moving on these improvements and to see the improvements through to an efficient and quick implementation. This intersection will see a dramatic increase in traffic and associated accidents this summer as drivers avoid the roundabout construction projects at SR104/Paradise/Shine and SR104/Hwy19. We believe it is very reasonable to implement a change order to the current roundabout projects to mitigate the effects of those construction projects on this SR104/Teal Lake/Shine intersection. The effort to implement this change order should be considered part of this proposal. 5) tƩƚƆĻĭƷʹ Remove the displaced shoreline armory rocks from the beach at so that the beach to the West of the boat ramp is usable by boats and people and the beach is restored to its native/original condition. Many of these rocks will require machinery to lift and move. .ğĭƉŭƩƚǒƓķʹ Hicks County Park was donated by one of the founders of the Shine community (the Hicks family) sometime last century. I dont know when the shoreline armory rockery/bulkhead was installed but through the years and the many storms, many of the armory rocks have been knocked loose and now dominate the westerly (250) portion of the beach making it basically unusable for boats to pull up and its relatively difficult to navigate on foot. Currently there is only a very small section (35) of beach to the East of the boat ramp that is rd usable by boats and people (see 3 picture below). tƩƚƦƚƭğƌʹ This proposal is to have JeffCo Public Works bring equipment to remove these rocks from the beach and either 1) return them securely to the bulkhead OR 2) remove them from the park. If the machinery cannot be used on the beach, then rent a ng armthat stays on the boat ramp and in the parking lot to reach out and retrieve the rocks. Budget for this proposal would be for the excavator rental and operator and JeffCo Public Works trucks to remove the rocks from the area. If necessary, I would be happy to volunteer to operate the excavator and I am quite sure we can gather a number of neighbors to volunteer to assist with gathering/removing the smaller rocks. I believe JeffCo Public Works could help us with a budget number to accomplish the removal of these rocks. To assess community support for these projects we sent an email with the attached PDF document on Monday 2/6 to every neighbor along Shine Road that we have an email for. Total emails sent were to 89 people. The 85 responded as of Thursday afternoon are tallied as follows: Project # 1 = 85 Yes (100%) Project # 2 = 85 Yes (100%) Project # 3 = 83 Yes (98%) Project # 4 = 85 Yes (100%) 1 Project # 5 = 65 (76%) On Projects #1 & #2 there is unanimous concern for the integrity of Shine Road and to have the shore armoring/bulkheads under the slide areas repaired and/or added as necessary to ensure the long term viability of our community road. On Project #3 (moving fog lines toward the center of Shine Rd): The consistent feedback is that we need to do whatever we can to reduce excessive speeds on Shine Rd. On Project #4 (Safety improvements at SR104/Shine/Teal Lake intersection) - From comments received this is considered the highest priority. We've had 40 WSP documented accidents (2 fatalities, 4 serious injuries), many more near-misses and much terror at this intersection. If having our Shine neighbors document their experiences at this intersection would help to confirm the intense demand for change and improvements at this intersection then we would be happy to request community input. On Project #5 (Hick's park beach restoration) there were 20 that did not vote for it. Most seemed to be concerned that any $$ that went toward Project 5 would not be available for the other projects 1-4. If there are funds available for the beach restoration at Hick's County Park, that won't take away from funding of the other 4 projects, then I believe most of these 20 would vote yes.
