RESOLUTION NO.0 4 23
WHEREAS, a planned culvert replacement project at Snow Creek Road, Milepost 0.84, County
Road No. 352909, Project No. 18020310, shall cause interruption and unavoidable delays to traffic, and
WHEREAS, as potential hazard exists to the motoring public and the workers, and
WHEREAS, an on -site traffic bypass was determined to be economically infeasible, and
WHEREAS, alternate routes are available to the motoring public, and
WHEREAS, notice of closure will be published in the area newspaper, and provided by signage
at the site not less than 3 days prior to closure, as required by law, and
WHEREAS, Chapter 47.48 R.C.W. authorizes closure of roads,
IT IS HEREBY RESOLVED that said Snow Creek Road be closed between milepost 0.793 and
milepost 0.887 to all traffic for a period not to exceed 60 calendar days for culvert replacement work
during the 2023 construction season.

Subject: Temporary Road Closure on Snow Creek Road, MP 0.793 to MP 0.887,
County Road No. 352909
Statement of Issue: A planned culvert replacement project at Snow Creek Road MP 0.84
requires a temporary road closure.
Analysis/Strategic Goals/Pro's Et Con's: Jefferson County has been awarded federal funding
through the FEMA Hazard Mitigation program and a low interest loan through the Washington
State Public Works Board for the culvert replacement at Snow Creek Road MP 0.84. The
culvert is badly deteriorated and at risk of failure. The proposed culvert replacement is
necessary to maintain reliable access for residents. Public Works has determined that a
temporary road closure is required for this project. The road would be closed between
milepost 0.793 and milepost 0.887 for a period not to exceed 60 calendar days during the
2023 construction season. Construction of a temporary traffic bypass at this site was
determined to be economically infeasible due to the depth of the road fill. During the
temporary road closure, residents and other road users would need to use a detour via Lords
Lake Loop Road.
Fiscal Impact/Cost Benefit Analysis: Per the construction contract, the Contractor will be
assessed a penalty of $2,000 per day for each day that the road closure exceeds 60 calendar
days. In an attempt to minimize impacts to the travelling public, the construction contract
also includes an incentive of $1,000 per day to be paid to the Contractor for each day that
the road is open in advance of 60 calendar days.
Recommendation: The Board is requested to approve the road closure, and return a copy of
the resolution to Public Works for further processing.
