Do not open attachments or click on links if you are not expecting them. ________________________________ February 2023 NORTHWEST HUD HIGHLIGHTS Serving Alaska, Idaho, Oregon, and Washington A Message from Regional Administrator Margaret Solle Salazar Dear HUD Partners, This month we are celebrating National Black History Month <https://www.whitehouse.gov/briefing-room/presidential-actions/2023/01/31/a-proclamation-on-national-black-history-month-2023/> and I’d like to take a moment to reflect on how important our work in housing is in terms of righting historical wrongs and ensuring that the playing field is equal for all people. At HUD, we know that inequities still exist for Black individuals and families buying a home, renting a home, and even living unsheltered, and we are taking action. This month, we published a Notice of Proposed Rulemaking on Affirmatively Furthering Fair Housing <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_013> in the Federal Register <https://www.federalregister. gov/public-inspection/2023-00625/affirmatively-furthering-fair-housing> that will take us one step closer to fulfilling the Fair Housing Act from 1968. This proposed rule will make access to affordable housing more equitable in communities across the country by asking HUD grantees to identify inequities and create plans to address them. If you have ideas on how this rule should be shaped or implemented, you have until April 10 to submit a comment <http://www.regulations.gov/commenton/HUD-2023-0009-0001> . Last month, I joined communities in Oregon and Washington to conduct their unsheltered Point-in-Time counts, another tool for measuring racial inequalities across our region and country. In Pierce County, Washington I joined HHS Regional Director Ingrid Ulrey and Pierce County Executive Bruce Dammeier to hand out supplies to people who were living unsheltered, and in Salem, Oregon I joined Mayor Chris Hoy and the Mid-Willamette Valley Community Action Agency as they conducted a count of people living unsheltered in the downtown area. We know these counts are not perfect, and we also know they are tremendously important to get an idea, however rough, of what is happening in communities from year to year. I am grateful for everyone across our region who volunteers for this work, it couldn’t be done without you, and I can assure you that you are helping to bring resources and knowledge to help get people into safe and affordable homes. Over the last few years, we have been living the consequences of under-investment in our communities. In December, HUD released our Annual Homeless Assessment Report to Congress, <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_253> and our first full Point-in-Time Count since the start of the COVID-19 pandemic. The data showed that, nationally, the investments made by the Biden-Harris Administration and through the American Rescue Plan, helped prevent an uptick in homelessness at the national level. But we know that across the Northwest, we face a different picture. In many communities, homelessness has increased significantly over the past two years. Of course, behind each of those statistics is a real person. Behind each of those numbers is a real family facing the chaos and trauma of our own relatives moving in and out of shelters or living in their cars. Worrying for their health and safety. Wondering how their situation will be resolved. It doesn’t have to be like this. At HUD we are doing something about it. Under the leadership of the Biden-Harris Administration, HUD is putting dollars and housing vouchers on the table for the first time specifically to help communities address unsheltered and rural homelessness. Last week, I was honored to join Oregon Governor Tina Kotek, Multnomah County Chair Jessica Vega Pederson, and Portland Mayor Ted Wheeler for an event in Portland to announce that $18.8 million is coming to the Northwest <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23-02-02> in funding for unsheltered and rural homeless programs. We are just getting started; we expect to announce additional awards in the coming weeks. And make no mistake, this is not business as usual. These new funding programs and will engage everyone with a seat at the table to work together to get people into homes. We know how to solve homelessness: by quickly helping individuals and families who are currently homelessness obtain the stability of a home while preventing people from becoming homeless in the first place. OLYMPIA, WA: $5 Million Grant Going Toward Services for Homeless Youth in Rural Washington Counties <https://www.king5.com/article/news/local/funding-to-help-kids-teens-experiencing-homelessness-wash ington/281-d22c8684-f468-4d00-ae2c-704d2f85a906> New funding from HUD will go toward programs for over 13,000 kids and teens in Washington with unstable housing. The more than $5 million grant will go towards 11 Washington counties that are considered to be more rural, including Chelan, Kitsap, and Thurston. SALEM, OR: Federal Program Grants $2 Million to House Oregonians Living with HIV/AIDS <https://www.thelundreport.org/content/federal-program-grants-2-million-house-oregonians-living-hivaids> The federal government is granting more than $2 million to help Oregonians living with HIV/AIDS maintain stable housing. The money is part of a long-running program from HUD called Housing Opportunities for Persons with AIDS, which first began in 1992. EAST WENATCHEE, WA: East Wenatchee Uses Federal Housing Money for Infrastructure Projects <https://www.wenatcheeworld.com/news/east-wenatchee-uses-federal-housing-money-for-infrastructure-projects/ar ticle_3ba6da98-825c-11ed-9902-77b54e3825a6.html> The city of East Wenatchee used $498,978 in grant money from HUD to help pay for an improvement project on Hamilton Street. East Wenatchee annually receives funding from HUD through the Community Development Block Grant (CDBG). BOISE, ID: First Batch of Idaho-Funded Housing Projects Awarded, Set to Build 1,000 Units Statewide <https://boisedev.com/news/2023/02/06/idaho-workforce-housing-projects-awarded/> A thousand income-restricted housing units are coming to multiple corners of Idaho after the Idaho Legislature approved $50 million in federal relief funds last year. Two of the projects are supplemented with other grant funds, like the HUD HOME program. OAK HARBOR, WA: SPIN Cafe Awarded $600K for Homeless Services <https://www.southwhidbeyrecord.com/news/spin-awarded-600k-for-homeless-services/> An Oak Harbor nonprofit that has been feeding and assisting homeless Whidbey residents for more than a decade was awarded a $636,000 grant from HUD that will allow the group to move to a new location and expand supportive services. Region X Funding Awards HUD Awards Over $2 Million to Oregon HIV/AIDS Housing Programs <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_251> (December 13, 2022) HUD announced it will award more than $13 million in Housing Opportunities for Persons with AIDS (HOPWA) Permanent Supportive Housing (PSH) Renewal and Replacement Grants, including $2,347,258 to two grantees in Oregon. HUD, VA Award $25.4 Million to Provide Housing Assistance for Veterans Experiencing Homelessness <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_256> (December 21, 2022) HUD and the U.S. Department of Veterans Affairs VA awarded $25.4 million in HUD-Veterans Affairs Supportive Housing (HUD-VASH) vouchers to 99 Public Housing Agencies (PHAs) across the country, including three in Oregon and six in Washington. HUD Awards $24.7 Million to Provide Affordable Housing to Support Community Living for Non-Elderly People with Disabilities <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_001> (January 4, 2023) HUD announced the award of $24.7 million to 98 local public housing authorities (PHAs) across the country to provide permanent affordable housing to non-elderly persons with disabilities, including an award of 10 vouchers in Idaho, 80 in Oregon, 30 in Alaska, and 80 in Washington. HUD Announces over $116 million to Public Housing Agencies for the Family Self Sufficiency Program <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_017> (January 26, 2023) HUD announced over $109 million to 682 Public Housing Agencies (PHAs) for the 2022 Renewal Family Self Sufficiency (FSS) program including over $3 million in Oregon, $320,000 in Alaska, over $800,000 in Idaho, and over $3.1 million in Washington. HUD Announcements FHA Announces New Single Family Title II Forward and Home Equity Conversion Mortgage Loan Limits for 2023 <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_244> (December 1, 2022) The FHA is announcing new loan limits for 2023 for its Single Family Title II forward and Home Equity Conversion Mortgage insurance programs. Loan limits for most of the country will increase in the coming year due to house price appreciation during the first half of 2022, HUD Announces Improvements to Climate-Forward Housing Program <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_247> (December 8, 2022) HUD is announcing updated guidance on the use and eligibility of the Rate Reduction Incentive (RRI). The RRI serves as a climate-friendly incentive program available to Public Housing Agencies that encourages them to reduce their utility rates. FHA Announces New Assistance Option to Help Senior Homeowners with Reverse Mortgages Impacted by COVID-19 <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_252> (December 15, 2022) FHA is announcing new flexibilities to help senior homeowners with FHA-insured Home Equity Conversion Mortgages who are behind on required property charge payments due to effects of the COVID-19 pandemic. After Halting Rapid Rise in Homelessness, Biden-Harris Administration Announces Plan to Reduce Homelessness 25% by 2025 <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_254> (December 19, 2022) The Biden-Harris administration released a federal plan for ending homelessness in America that starts with the ambitious goal of reducing homelessness 25% by 2025 called All In: The Federal Strategic Plan to Prevent and End Homelessness. HUD Releases 2022 Annual Homeless Assessment Report <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_22_253> (December 19, 2022) HUD released its Annual Homeless Assessment Report (AHAR) Part 1 to Congress. The report found 582,462 people were experiencing homelessness on a single night in January 2022, only a .3% increase in the number of people experiencing homelessness from 2020 to 2022. Biden-Harris Administration Releases First-Ever Blueprint to Decarbonize America's Transportation Sector <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_010> (January 12, 2023) The Biden-Harris Administration released the U.S. National Blueprint for Transportation Decarbonization. Developed by DOE, DOT, HUD, and the EPA. The Blueprint is a landmark strategy for cutting all greenhouse emissions from the transportation sector by 2050. HUD Secretary Announces Step Towards Addressing Bias in the Home Appraisal Process for People Seeking FHA Financing <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_011> (January 12, 2023) HUD announced that the FHA is creating a process that people seeking FHA financing can use to request a review of their appraisal if they believe the results may have been skewed by racial bias. HUD Announces $568 Million Available to Address Lead-based Paint and Additional Housing-related Hazards <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_012> (January 13, 2023) HUD announced two historic Notices of Funding Opportunities that will make homes healthier and safer for low-income families. Since 1993, HUD has granted over $2.7 billion to protect children, families, and individuals from exposure to lead and other hazards in their homes. HUD Announces New Proposed “Affirmatively Furthering Fair Housing” Rule, Taking a Major Step Towards Rooting Out Longstanding Inequities in Housing and Fostering Inclusive Communities <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_013> (January 19, 2023) HUD will imminently publish a Notice of Proposed Rulemaking in the Federal Register aimed to remedy the effects of the long history of discrimination in housing, will help to foster opportunity in communities across the country where every resident can thrive. HUD Announces $5.5 Million in Funding Opportunity for Hispanic Serving Institutions <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_014> (January 20, 2023) HUD announced that it will make available $5.5 million for Hispanic Serving Institutions to establish research Centers of Excellence to conduct housing and community development research. HUD Proposes Expanded Support for Housing Counseling Services Tailored to the Needs of Tribal Communities <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_016> (January 26, 2023) HUD published a proposed rule in the Federal Register outlining housing counselor certification requirements for housing counseling conducted in connection with the Indian Housing Block Grant and the Indian Community Development Block Grant programs. Fudge announced that states, municipalities, and tribes who joined House America have housed more than 100,000 households experiencing homelessness and added over 40,000 affordable housing units into development. Federal Housing Administration Expands Assistance Options for Borrowers Struggling to Make Mortgage Payments <https://www.hud.gov/press/press_releases_media_advisories/HUD_No_23_023> (January 30, 2023) The FHA is expanding and enhancing its set of loss mitigation options used to help borrowers struggling to make mortgage payments on their FHA-insured mortgages.
