Every year there are a handful of bills that allow for the resentencing of individuals who are currently incarcerated. While WSAC doesn’t weigh in on general State policy choices to change an individual’s existing sentence, counties continue to voice concerns as to the fiscal impact that these policy changes will have on the county court system. These standards are enforced by regulatory agencies, like local health jurisdictions to ensure that food products are safe for consumption. In Washington, the Department of Health, State Board of Health, and Department of Agriculture set specific regulations that govern the production and sale of food, including requirements for food labeling, packaging, and storage. The first concern is food safety. Home kitchens are not subject to the same level of scrutiny as commercial kitchens, which are required to follow strict food safety protocols. These protocols include regular inspections, proper hygiene practices, and storage and handling procedures that reduce the risk of contamination. While some home cooks may have experience in food handling, most do not have the same level of training and experience as professional chefs or kitchen staff. Among the many proposals for solving the state’s housing crisis is preventing local governments from imposing minimum residential parking requirements. HB 1351 <https://wsac.us3.list-manage.com/track /click?u=6943e0d4535671f24022ca02a&id=9ec06984e3&e=03d5c964a3> would preempt the local governments from requiring minimum off-street parking for residential and commercial development near high-capacity public transit. HB 1267 is awaiting Floor action in the House Rules Committee, and, the companion bill SB 5613 is in the Senate Committee on Ways & Means waiting for a hearing before the fiscal cutoff next Friday (2/24). SB 5059 is a prejudgment interest tort liability bill that would allow interest on judgments for tortious conduct to begin to accrue from the date on which a person suffers an injury or loss. This means interest would start to accrue before a claim was filed and, in some cases, even before a county was made aware of the injury or loss. Read more <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=7c1a832511&e=03d5c964a3> Road Usage Charge: HB 1832 ________________________________ <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=eaa82489f8&e=03d5c964a3> A Road Usage Charge (RUC) is a per-mile charge drivers would pay for the use of the roads, as opposed to paying a tax per gallon of gas. For years, vehicle fuel economy has been improving, and electric vehicles are becoming more common. While this is great news for the reduction of harmful emissions and air pollution, these advances have also created an unsustainable trajectory for funding our transportation system. Much of the revenue our transportation system depends on is generated by the gas tax. Higher vehicle fuel efficiency and vehicles that do not rely on gas results in decreased tax collection and diminishes our ability to keep transportation infrastructure in good repair. Taxing fuel is no longer a reliable, equitable source of funding and we need to find a better alternative for the long term.
