February 17, 2023 <https://gallery.mailchimp.com/6943e0d4535671f24022ca02a/images/cf04e6fd-150d-4420-a926-ee7a36f2d944.png> FEDERAL NEWS Yellen Urges Counties to Focus ARPA Funding on Workforce Development, Affordable Housing “Many jobs in public service are difficult, but there are very few jobs where you’re more tested on your ability to deliver day in and day out than leading a local government — that’s certainly been true over the past three years,” Yellen said. “…Without the voices of our counties, the American Rescue Plan would have undoubtedly looked quite different —as a result, our recovery would have looked quite different, too.” The American Rescue Plan ushered in one of the strongest examples of economic recovery in modern history, Yellen said, citing the creation of 10 million new businesses since it was enacted, as well as record lows in the unemployment rate for Black and Hispanic Americans and people with disabilities. “Over the past few years, many of us have been in the trenches together,” Yellen said. “We’ve faced down a devastating public health crisis, we’ve rescued the American economy and we are now investing in our future. None of this has been easy, particularly for you — the county leaders of America. But the progress we’ve made is proof of what we can do when our counties and our federal government come together — not only to fight fires, but to build a better world after the crisis.” Learn More <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=8d4dfb7092&e=03d5c964a3> FEDERAL NEWS President Biden Speaks to Counties at NACo During his remarks, President Biden emphasized the direct funding that the American Rescue Plan Act enabled with its $65.1 billion allocated to counties, which gave them the opportunity to spend where they see fit. Wishing he had the same kind of direct line to the federal government when he was in county government, Biden touted the stimulus’ fuel that kept counties from having to cut staff in response to lost revenue, while continuing to serve and even expand service to constituents in the wake of added demands from the COVID-19 pandemic. “We urged you to use the rescue plan money to make your community safer, invest in affordable housing, get small businesses back on their feet, train your workforces, and you did,” he said, citing Pierce County, WA’s investment in housing to address homelessness. The Pierce County Sheriff’s Department is planning to enhance a co-responders program that brings in mental health professionals to help respond to those experiencing a mental health crisis. Chantel Quintero helps oversee the program as a supervisor and said that it helps fill in the gaps in law enforcement by bringing in professionals that have vital skills deputies currently lack. Learn More <https://wsac.us3.list-manage.com/track/click?u=6943e0d4535671f24022ca02a&id=2c532bfcbd&e=03d5c964a3> STATE NEWS DSHS is Seeking Feedback Regarding Updated “General Terms and Conditions” Agreements Washington counties have a long and successful history of coordinating the provision of essential services to vulnerable citizens of Washington State with the Washington State Department of Social and Health Services (DSHS)*. At the heart of these important, collaborative efforts are written agreements between DSHS and the counties of Washington, all of which incorporate fundamental “General Terms and Conditions” (GTCs), which are set forth in a separately executed contract between DSHS and each county. The current GTCs are due to expire at the end of June, 2023 which means that in order for this work to continue, DSHS must enter into new GTC agreements with each county and each local health jurisdiction. Appointed by Gov. Jay Inslee, Brown began serving the agency in February 2019. “Commerce has undergone enormous change in the last few years, and Lisa has been an exceptional leader throughout it all,” Gov. Jay Inslee said. “During COVID-19, Lisa deftly guided the agency to pivot quickly to administering unprecedented levels of relief and assistance funding for local governments, Tribes, small businesses and nonprofits, youth development programs, people needing housing and rent assistance, and more. Lisa is a trailblazer in her own right who has shattered glass ceilings and looks for ways to clear the path for others to succeed, within the agency and among the communities that Commerce serves.
