RESOLUTION NO. 54-06
WHEREAS, it is the desire of the County Commissioners of Jefferson County to dispose
of surplus property; and
WHEREAS, the County Commissioners of Jefferson County have indicated a need to
dispose of surplus real property described below, for public auction to be held on September 22,
2006 at the Jefferson County CourtHouse
Parcel Number 985 204 701 being described as:
Lots 1,2,6, 7 & 8 (less Right Of Way) Block 47 Pettygrove's Second Addition to the City of
Port Townsend, as per plat Recorded in Volume 2 of Plats, Page 17, Records of Jefferson
County, Washington. Situated in the County Of Jefferson, State of Washington.
And,
WHEREAS, the requirement of RCW 36.34.020 that an intention to declare surplus be
published with a Notice of Public Hearing regarding the disposal of any County property has
been met and the public hearing held on August 28, 2006 at 10:05 a.m.,; and
WHEREAS, the Commissioners heard no objection to the declaration of this property as
surplus.
NOW, THEREFORE, BE IT RESOL VED, by the Commissioners of Jefferson County
that they make a finding and determination as required by as required by RCW 36.34.050 to
declare the particularly described property as surplus and allow the Treasurer to proceed with the
disposition of said surplus property for a minimum bid of $65,000.00.

NOTICE IS HEREBY GIVEN that the Board of Jefferson County Commissioners
will hold a public hearing on the 28th day of August 2005 at 10: 15 a.m. in the County
Commissioner's Chambers, Jefferson County Courthouse, 1820 Jefferson Street, Port
Townsend, Washington, for the purpose of declaring their intention to dispose of surplus
county property partially described as;

Per resolution 49-06 the County has indicated a need to dispose of property:
Parcel Number 985-204-701 being described as:

We will be holding a public hearing on August 28th regarding this issue and the
Treasurer's Office requests the minimum bid be set at $65,000.00.

1. Copy of application to purchase tax title property from Mr. Rainwater
and Mr. Haniford for $65,000.00
2. Copy of County Deed selling portion of this block to the City of Port
Townsend for $8,202.00.

SUBJECT DATA
The subject is located on Redwood-Cheny Street between R, S, Redwood and Beech Streets.
Lots I, 7 and 8 are nearly the full 50 x 100 foot size but lots 2, 3, 5 & 6 tend to be triangular as
Redwood-Cheny Street passes over the block at a slight angle from northwest to southeast. That
portion oflots I, 2 and 6-8 are on the west side of Redwood-Cheny Street and the portion of
Lots 3 & 5 are on the east side. The portion of Block 47 on the west side of the street contains
about 19,050 square feet, the portion on the east contains only about 2,440 square feet. The large
area on the west side is well below Redwood-Cheny Street and quite heavily wooded. Redwood.
Cherry is improved and paved but there are no curbs, gutters or walks and street lights are
minimal. There is a gravel drive down the hill for access to the westerly portion of the subject
and other properties below the street. The east portion is at about the street level. None of the
other streets around the block are improved. Typical utilities are readily available in the
immediate area. The zoning is single family residential, one unit to 5,000 square feet. The portion
on the west side could have the potential for three sites but the portion on the east side would not
quality as a stand alone site.
SALES COMPARISON
I. Lots 2 through 7, Block 3 Pettygrove's 2nd sold 6/02 for $46,750. The tract is located at Ebony
& W street, just about four blocks northwest of the subject. Like the subject, it in not quite a full
block, in addition to missing one lot, Lots 2, 6 and 7 are cut on the diagonal due to the angle off
north/south of the Pettygrove plat and the more true north/south line of the platted land
. immediately to the west. Lots 3-5 are the typical 50 x 100 foot lots but Lots 2 and 7 are more
triangular and Lot 6 has a triangular area missing at the southwest area. The total area is about
22,000 square feet and, unlike the subject, all of the land is contiguous. At the time of sale, it was
generally wooded and unimproved. Although there were platted streets on three sides, none were
improved and W Street was more like a primitive driveway for the one block between the tract
and improved Spruce Street to the east. The land was generally wooded but typical utilities were
available within a block. It has since been replatted along with adjacent land and new houses
have been built. The unit value was about $2.13 per square foot.
2. Lots 3 through 6, Block 4, Pettygrove's 2nd sold 2/03 for $35,000. The tract is immediately
south of comp 1 above and Lot 4 is a full lot, Lots 3 and 6 are triangular and Lot 5 has a small
triangular area missing in the southwest area. It was wooded and contained no improvements.
There were platted streets on three sides but none were improved and there was no improved
street or driveway from Spruce Street. Typical utilities were about one block.away~ It has since
been incorporated into the new plat mentioned in comp I. It contained about 10,600 square feet
and the unit value was about $3.36 per square foot.
3. Lots 1-4, Block 13, OC Hastings Supplemental Plat sold 6/03 for $100,000. The lots front on
San Juan A venue and 2200 Street, both are improved. There is <\Jso fr~tage on McNeill an,d 23n1
Streets but neither are improved. The lots, at 50 x 150 feet eac~ ~ IWmewhat larger than
typical, the block contained about 30,000 square feet. There we~ tio tfees but the land was
covered in low brush. Typical utilities were available along San ~uan Avenue and 22nd Street.
The unit value was about $3.33 per square foot. .
4. Lots I through 10, Block 19, Hastings 3n1 sold 2/02 for $1 85,QOO. The blm;:k is about one block

gravel smface. There were platted streets on three sided and a half street on the north side but
none were improved and typical utilities were about one block south on Hastings Avenue. The
land sloped slightly to the east but there was no real view access due to trees, etc. on land to the
east.. The block measured about 240 x 300 feet and contained about 72,000 square feet. The unit
value was about $2.57 per square foot. '
5. Lots 1 through 4, Block 8, California sold 5/02 for $64,500. The four lots front on 51st Street
between Landes and Hill Streets but only Landes is improved. The land was generally level, clear
and open and there was a partial view ofa small lake between Kuhn Street and Fort Worden
State Park but the city sewage treatment plant is also only about two blocks away. Utilities were
available along Landes. The half block contained about 20,000 square feet and the unit value was
about $3.23 per square foot.
CORRELATION
Comps 1 and 5 are about the same size as the subject. Both are old sales and may not be quite as
reflective of the current market but they demonstrate the impact to value of the view or lack
thereof and the presence of the utilities or the lack thereof. Comp I was wooded, there was no
outside view and utilities were about one block away. Comp 5 was clear and open, there was a
partial view of the small lake and utilities were present along one side. Comp 2 is immediately
adjacent to comp 1, was wooded, had no view and utilities were one block away, However, the
unit value was slightly more than comp 5. That is most likely due to the smaller size and the
more recent sale date. Typically, the unit value tends to be highest on smaller parcels that are of
at least adequate size to be a legal building site and other factors being relatively equal. The unit
value tends to decrease as the size increases due to the concept of the excess land or land beyond
that necessary to be a legal site. Comp 4 is the largest tract and, though the unit value is higher
than comp 1, it is lower than all of the rest of the comparables. Comp 4 also had utilities about a
block away and no fully' improved streets but the land was generally clear and open. The unit
value of the larger portion of the subject west of Redwood-Cherry Street should be more than
comps 1 and 4 but less than comps 2, 3 and 5, probably about $3.00 per square foot. The west
portion of the subject contains about 19,050 square feet and at $3.00 per square foot, the
indicated contribution value would be about $57,150.
Based on the comparables in the previous section (for Parcel 001-03-4012), the unit value of the
small portion east of the road should be about $2.00 per square foot. It contains about ~.440
Square feet and would have an indicated contribution value of about $4,880. Combined, the
iridicated value would be about $62,030.
