Analysis/Strategic Goals/Pro's Et Con's: This work includes constructing the wastewater percolation pond; the ingress roadway to the future wastewater treatment plant site; main influent sewer pipelines from SR-116 to the treatment plant; main effluent pipeline from the treatment plant to the percolation pond; and site utilities including water, electric, and fiber. This work will occur in the spring/summer of 2023. Subsequent bids will occur in early fall 2023 for construction of the actual wastewater treatment plant and for portions of the sewer collection system in the roadways. Fiscal Impact/Cost Benefit Analysis: The Engineer's estimated range for this work is between $2.3 million and $2.6 million plus Washington State sales tax. Funding for this work (and subsequent work) will come from a $20 million WA State legislative appropriation received in September 2021. WA state received these funds through the American Rescue Plan Act (ARPA), State and Local Fiscal Recovery Funds. The Board signed a contract with the WA Dept. of Commerce for this funding in December 2022. No County match is required, although the County is using its own ARPA money to cover ancillary project costs including design, right of way, and project management. The County has received additional funding through federal legislative appropriations and from the WA Dept. of Ecology which, while not used for this current work, will be adequate to complete construction of the Port Hadlock Wastewater project in the Phase I "Core Area". Work includes clearing and grubbing; installation of 6-inch influent and 10-inch effluent HDPE pipelines; construction of structural earth wall; construction of earthen-dike wastewater percolation pond; installation of electrical and communication conduit; water line relocation and installation; access road construction; mitigation planting and maintenance; and other work, all in accordance with the attached Contract Plans, these Contract Provisions, and the Standard Specifications. The Engineer's Estimate range for this work is $2,300,000 to $2,600,000 plus WSST. Bid Documents: Bids must be submitted in accordance with the plans and specifications in the bid documents. All bid documents including bid forms, plans, specifications, addenda, and plan holders list, are available on the Builders Exchange of Washington website www.bxwa.com. Bid Bond: Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding.
