RE: Public Notice: re: Notice of 45-Day Comment Period for Title III Projects Under the
Secure Rural Schools and Community Self Determination Act
STATEMENT OF ISSUE: There is a need to open a 45-day comment period beginning March 6th,
2023 for Title III projects under the Secure Rural Schools and Community Self Determination
Act.
ANALYSIS: Jefferson County transmitted a request for proposals on February 9th, 2023 to
qualified and experienced professional consulting firms or individuals to provide community
wildfire protection planning services. According to the U.S. Forest Service, County activities to
implement a community wildfire protection plan are authorized uses of Title III funds. In
preparation for a firm to be selected to conduct the work of developing Community Wildfire
Protection Plan(s) for the citizens of Jefferson County, a public notice of a 45-day comment
period of the use of Title III funds must be distributed before such funds can be used for such a
purpose.
FISCAL IMPACT: Title III funds are received and kept separate from General Fund dollars. With
respect to the General Fund, this potential allocation of Title III funds (Fund 147) is budget
neutral. Up to $180,000 in Title III funds may be spent for the purposes of the development and
implementation of Community Wildfire Protection Plans.
RECOMMENDATION: That the Board of Commissioners approve and sign the public notice.

WHEREAS,there is a need to open a 45-day period beginning March 6,2023 for Title III projects under
the Secure Rural Schools and Community Self Determination Act;and
NOW, THEREFORE, BE IT RESOLVED, that a 45-day comment period beginning March 6,2023 for
Title III projects and those persons who would like to provide comments on the Title III projects may do so by
sending their comments to Board of County Commissioners. Written public testimony may be submitted by
Email to:jeffbocc coJefferson.wa.us; by Mail to: Jefferson County Commissioners' Office; PO Box 1220,
Port Townsend, WA 98368; or In Person to: Jefferson County Commissioners' Office,Jefferson County
Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368. Testimony must be received by the Board of
County Commissioners by the end of the public comment period.

NOTICE IS HEREBY GIVEN that the JEFFERSON COUNTY, Washington, BOARD OF COUNTY
COMMISSIONERS will open a 45-day comment period beginning March 6, 2023. The Commissioners will
have available for public review at the Jefferson County Commissioners' Office, Jefferson County
Courthouse, 1820 Jefferson Street, Port Townsend, WA 98368, copies of the proposed Title III potential
projects in the form of a Request for Proposals and the response for the selected firm as available. The 2023
potential award amounts and projects are as follows:
