MINUTES
Special Meeting — February 23, 2023, 10:00 a.m.
Jefferson County Board of Commissioners
and Washington State Department of Transportation (WSDOT)
Jefferson County Courthouse—Commissioners' Chambers

CALL TO ORDER: Chair Greg Brotherton, Commissioner Kate Dean and Commissioner Heidi
Eisenhour participated in the meeting. Chair Brotherton called the meeting to order at the appointed
time.
The following individuals participated in the meeting: WSDOT Regional Administrator Steve Roark,
WSDOT Interim Regional Communications Manager Cara Mitchell, WSDOT Assistant Regional
Manager for Construction MaryLou Shannon, Jefferson County Public Works Director Monte Reinders,
Emergency Management Director Willie Bence, Emergency Management staff member David Codier,
East Jefferson Fire and Rescue (EJFR) Chief Bret Black, Jefferson Transit Manager Nicole Gauthier,
City of Port Townsend Councilmember Ben Thomas, Finn River General Manager Andrew Byers,
Jefferson Healthcare Jake Davidson, Port of Port Townsend Executive Director Eron Berg, Executive
Director of Centrum Rob Berman, Jefferson County Chamber of Commerce Director Arlene Alen, and
various business owners and members of the public.
DISCUSSION re: Washington State Department of Transportation (WSDOT) Summer
Construction Schedule: WSDOT Regional Administrator Steve Roark provided a presentation on the
various projects on the Olympic Peninsula scheduled for the summer of 2023. He provided more
detailed information on the Hood Canal Bridge project and the installation of a metered roundabout on
Highway 104. He fielded questions and comments posed by the Commissioners, staff and guests.
PUBLIC COMMENT PERIOD: After discussion, Chair Brotherton opened the floor to allow for
public comments. 11 additional comments were received. WSDOT Regional Manager Steve Roark and
WSDOT staff addressed the comments and concerns received.
NOTICE OF ADJOURNMENT: Chair Brotherton adjourned the meeting at 11:20 a.m. until the next
regular meeting or special meeting as properly noticed.
