HomeMy WebLinkAboutSDR2022-00021 Site Development Review 802351005JEFFERSON COUNTY DEPARTMENT OF COMMUNITY DEVELOPMENT 621 Sheridan Street | Port Townsend, WA 98368 360-379-4450 | email: dcd@co.jefferson.wa.us http://www.co.jefferson.wa.us/260/CommunityDevelopment SITE DEVELOPMENT REVIEW Per Ordinance No: 09-10033-22 and Jefferson County Code (JCC) 18.40.440, site development review (SDR) process will provide owners and developers of land an assessment of site requirements for development of a parcel. Site development review is a required assessment, prior to development, of the physical aspects and constraints of the site for the purpose of development. While it will not vest a property to development regulations, it provides for a professional analysis of the site according to current development regulations A guaranteed right to development can only be established once a development permit application or building permit application vests pursuant to JCC 18.40.320. Jefferson County Department of Community Development Planning Staff has completed a site development review on parcel 802351005. This site development review reflects the conditions of the property at the date the review was completed. Zoning: This parcel is zoned Rural Residential 1 dwelling unit per 20 acres (RR1:20). This is a conforming lot and is 22.18 acres. Legal Lot of Record Status: Jefferson County has determined that this parcel is likely a legal lot of record as it has a recording AFN to the original division of land, of which, would not have been granted without planning approval on June 23, 1992 under ordinance no 04-0526-92. Surveys were the method for large lot divisions per section 7.410 of ordinance no. 04-0526-92. The survey is recorded under Auditors File Number (AFN) 350984. A legal lot of record determination cannot be made until property owner signature is received and submitted to the County, from applicant (currently a potential purchaser). Setbacks: The setbacks are 20 feet from the north boundary of the parcel coming from Wildcat Way, 5 feet to adjacent residential parcels on the west, east, and south setbacks. There are special setbacks for offsite wetlands and streams that may occur on the property discussed under the critical areas portion on this review. Critical Areas: Wetlands and their buffers, Erosion Hazard Wetlands: Wetlands are mapped on the southern parcel boundary. The majority of the wetland appears to be on parcel 8022354000 based on lidar and vegetative imagery. However, indication of a depression associated with an offsite stream on the southern and eastern portions of the property have the potential to be classified at wetlands. Please see the potential wetland area on the development window. Buffers for wetlands do exist onsite. A wetland delineation will be required for development. The maximum wetland buffer per JCC 18.22 is 300 feet this is represented by red lines on the development envelope. Erosion Hazard: Requires a geotechnical report for development within the mapped hazard. The area is shown on the buildable envelope. 2 Required Reports: Wetland Delineation, Geotechnical Report for development Stormwater permitting: The stormwater proposal must comply with the 2019 Stormwater Management Manual for Western Washington. Next Steps: •Soils test pits can be dug within buildable envelope developed under this review, however, developable area may change with special reports obtained. •Contact biologist to have a wetland delineation prepared. •Contact a WA State Licensed Geologist to prepare a geotechnical report to support both a septic system and any other residential development proposed. A notice to title will be required with development applications indicating that owner accepts all risks of developing in a geologically hazardous area. •Apply for septic and building permits.
