Public Works Director/Cou ty Engineer Agenda Date: March 131h, 2023 Subject: Call for Bids for Pavement Marking on Jefferson County Roads in Calendar Years 2023 Through 2025 Statement of Issue: The Board's approval of this `Call for Bids' for pavement marking services is required in order for the Department of Public Works to solicit bids for this work in accordance with RCW 36.32.240 Et RCW 39.04. Analysis/Strategic Goals/Pro's Et Con's: Pavement markings require annual refurbishing and/or replacement. To attain improved economy for this work, all project materials will be obtained and supplied by Public Works. This three year contract is for labor and equipment only. Approval of this Call for Bids will allow for procurement of pavement marking and remarking services for calendar years 2023 through 2025. Fiscal Impact/Cost Benefit Analysis: Maintenance of pavement markings is accounted for in the Public Works Road Operations Budgets for years 2023 through 2025. The estimated total for this three year contract is estimated to be $542,599.00. Combined materials and contract costs over the three years is estimated to be $994,000.00. Recommendation: The Department of Public Works recommends the Board approve the call for bids for these services, and authorize the Chair to sign the attached `Call for Bids' where indicated, and then return it to the Department of Public Works for publication. Box 1220, Port Townsend, Washington, 98368, for construction of the Pavement Marking on Jefferson County Roads for Calendar Years 2023 through 2025, County Project No. 18020490. Sealed bids will be opened and read publicly at 10:30 a.m., or shortly thereafter, on the same day in the Jefferson County Commissioners Chambers, basement level of the Jefferson County Courthouse. This contract provides for Pavement Markings (traffic paint line striping) in calendar years 2023 through 2025, on Jefferson County roads identified in the Jefferson County Road Operations, Road Striping Log, within those areas of Jefferson County lying easterly of the Olympic Mountains, including but not limited to Brinnon, Quilcene, Port Hadlock, Chimacum, Port Ludlow, and Gardiner and other work, all in accordance with the attached Contract Provisions and the Standard Specifications. The Engineers Estimate is $542,599.00. Bids must be submitted in accordance with the specifications in the bid documents. All bid documents including bid forms, specifications, addenda, and plan holders list, are available on the Builders Exchange of Washington website www.bxwa.com. Each bid shall be accompanied by a surety bond, postal money order, cash, cashiers check or certified check payable to the Treasurer of Jefferson County in the sum of five (5%) percent of the bid amount, to be forfeited to Jefferson County by the successful bidder if he/she fails to enter into a contract and file an acceptable surety bond in the amount of 100% of the contract price within ten (10) days of the award. The Board of County Commissioners reserves the right to reject any and all bids, and to accept the bid deemed most advantageous to Jefferson County, and to waive all informalities in the bidding. The Jefferson County Public Works in accordance with Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
