Vern Bessey called the meeting to order at 3:03 pm.

Moved by Susie, seconded by Taylor, and carried all in favor: to adopt the agenda with no changes.
Minutes approved (2:32)
Moved by Taylor, seconded by Susie, and carried all in favor: to accept meeting minutes from December
1, 2022.
OPEN FORUM FOR BOARD MEMBERS (3:35)
Vern – Will begin as lead volunteer/coordinator for Irondale Beach Park. He plans on choosing a set day,
each week to be out there, though that day is not yet chosen. Mowing, invasive plant removal, clearing
brush, signage, etc. He is gathering an email list of volunteers to share that opportunity among others.
This will likely begin end of February. Marianne and Susie expressed interest.
SUBCOMMITTEE REPORTS
Chimacum Park – No Report (6:34)
NEW BUSINESS
Board Candidate Interview, Bob Hoyle, District 2 (6:41)
The board interviewed Bob Hoyle as a District 2 candidate. Providing well received responses, the board
unanimously approved Bob for appointment.
(8:12) Bob introduced himself and shared comments on why he wants to serve on JCPRAB.
(11:48) Vern asked Bob the JCPRAB interview questions.
(19:20) Bob asked a couple of follow up questions.
(20:44) Marianne asked Bob a final question- What County Parks are you familiar with?
(22:48) Moved by Marianne, seconded by Jon, and carried all in favor: to recommend to the Board of
County Commissioners that Bob Hoyle be appointed to district 2 Jefferson County Parks Advisory Board
as JCPRAB member for district 2.
(25:00) The board reviewed the current volunteer groups dedicated to Jefferson County Parks.
Parks and Recreation Fee Ordinance Proposal (26:10)
Matt shared his presentation proposing the new fee schedule for Parks & Recreation 2023-2028.
It proposed a gradual fee modifications (some increases, some actually decreased), through the next 6
years for facilities, athletic fields, and campgrounds. The board participated in engaging discussion,
providing ideas and questions throughout the presentation. Matt asked for further discussion and a vote
at the next JCPRAB meeting. Expectations are to implement the new fee schedule sometime this
summer.
OLD BUSINESS
Volunteer Planning (1:20:30)
Due to the Fee Ordinance Proposal discussion, Vern provided a quick review of the volunteer planning
and postponed the full review till the next meeting.
a. Farmers Market, County Fair outreach
b. Initial planning for volunteer appreciation in 2023
Susie asked about rescheduling the Parks Tour (1:21:30)
The next meeting will reschedule a Spring Parks Tour.
MANAGER’S REPORT (1:22:28)
Matt provided a limited Manager’s Report. He reviewed the fantastic participation in our Rec programs,
the JUMP! Playground, Oak Bay Campground host site improvements, and current open positions.

Taylor requested a specific Volunteer Coordinator position on Parks staff. Matt mentioned the
collaboration that’s happening with the Emergency Operations Center and their new coordinator.
