Statement of Issue: Supplement No. 1 to the Local Agency AEtE Professional Services
Agreement with Sargent Engineers, Inc. of Olympia, Washington for bridge load rating
services.
Analysis/Strategic Goals/Pro's Et Con's: This agreement provides for updating the
load ratings for Jefferson County bridges, as necessitated by a federal requirement to
load rate all bridges for a new class of truck, identified as Specialized Hauling
Vehicles. The purpose of this Supplemental Agreement is to amend the agreement
completion date, in order to allow additional time to complete the work.
Fiscal Impact/Cost Benefit Analysis: The maximum amount payable under this
agreement will remain unchanged at $78,900. This will be funded at 86.5% by federal
STPR funds, and at 13.5% by the County Road Fund.
Recommendation: Public Works recommends that the Board execute all three (3)
originals of Supplemental Agreement No. 1 with Sargent Engineers, Inc., and return
two (2) originals to Public Works for further processing.

The purpose of this project is to provide updated or new load ratings for county bridges as required by the 2012 Federal Highway
Administration mandate to load rate all bridges for the notional load rating and specialized hauling vehicles.
The purpose of this supplement is to amend the agreement completion date.
The Local Agency of Jefferson Coun
desires to supplement the agreement entered in to with -Sargent Engineers, Inc.
and executed on February l4, 2022 and identified as Agreement No. n/a
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:
There is no change to the Scope of Work.

Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days
for completion of the work to read: The completion date will be December 31 2023.

Section V, PAYMENT, shall be amended as follows:
There is no change to Payment. Exhibit A is not applicable and therefore is not attached.
